Call to Order

Chairman Salzer called the meeting to order at 2:00 p.m.

Approval of Minutes

A motion to approve the minutes of April 26, 2021 was made by Ms. Duncan and seconded by Mr. Reneau. The motion carried unanimously (5-0).

Informational

• Greater Peoria Sanitary District Minutes

Mr. Johnson directed committee members to the submitted minutes of April 20, 2021 and stood for any questions. There were no questions or comments from committee.

⮚ CSO (Combined Sewer Overflow) Presentation

Mr. Johnson gave a presentation on the Greater Peoria Sanitary District’s (GPSD) Combined Sewer Overflow (CSO) project. He provided a brief history of the formation and growth of the GPSD, which was initially formed nearly 100 years ago. He remarked that in the 1970’s the EPA took action and required cities to reduce sewer overflows, resulting in negotiations throughout the 1980’s and 1990’s between the City of Peoria and the GPSD to divide projects. He stated that EPA rules changed again in 1994, requiring even fewer overflows and subsequently requiring further negotiations with the City.

Mr. Johnson explained that the majority of sewer systems in the area are separate sewer systems, which utilize separate pipes for wastewater and stormwater. He explained that a combined sewer system allows wastewater and stormwater into the same pipe, ultimately traveling to the treatment plant or to the river as an outfall. He remarked that the combined sewer area encompasses approximately 8 square miles of the 67 total square miles served by the GPSD. He commented that the GPSD owns approximately 2/3 of the 67 square miles of sewer system, while the 8 square miles of combined sewer is owned by the City of Peoria.

Mr. Johnson outlined riverfront interceptor CSO project locations and work scheduled through 2032, beginning at Spring Street and moving downstream toward Darst Street. He stated that project financing will be via bonds, GPSD reserve funds, and some grant funding.

• Facilities Master Plan

Mr. Sorrel referred committee members to the submitted report, and stood for any questions. There were no questions or comments from committee.

Resolutions

• Federal Agreement with State of Illinois for Truitt Road Bridge Rehabilitation A motion to approve was made by Ms. Duncan and seconded by Ms. Pastucha. Mr. Gilles advised an inspection of the bridge on Truitt Road found concerning issues with the structure, and after an IDOT inspection the decision was made to reduce the bridge to one lane due to deterioration. He stated that the bridge rehabilitation project is scheduled for a June 11, 2021 IDOT bid letting. He commented that the estimated cost of construction is $1 million, with Federal funds accounting for 80% of the cost of construction and the remaining 20% paid for with County Bridge funds. He noted that the bridge currently has a Sufficiency Rating of 28.0.

The motion to approve carried unanimously (5-0).

• Project Agreement with City of Peoria for Willow Knolls Road sidewalk construction

A motion to approve was made by Mr. Reneau and seconded by Mr. Dillon. Ms. McLaren advised that the City of Peoria applied for and received Transportation Alternative Program funds for the construction of a sidewalk on Willow Knolls Road between Allen Road and University Street. She stated that the resolution will allow the County to enter into a project agreement with the City for construction of the project, with the County and City splitting the cost evenly. She advised that after application of the Federal Transportation Funds, the County’s expected project cost totals $48,789.00.

The motion to approve carried unanimously (5-0).

• Supplemental Preliminary Engineering Services Agreement for Slane Road culvert replacement

A motion to approve was made by Mr. Reneau and seconded by Ms. Duncan. Ms. McLaren advised that Akron Township has requested to use Township Motor Fuel Tax Funds in order to perform engineering work on a culvert on Slane Road in Akron Township. She stated that Peoria County oversees township motor fuel tax accounts and is required to hold all engineering contracts funded by Township MFT funds for the townships.

The motion to approve carried unanimously (5-0).

• Limestone Township Bid for Overlay

A motion to approve was made by Mr. Dillon and seconded by Ms. Pastucha. Ms. McLaren advised that Limestone Township has requested to use Township Motor Fuel Tax Funds for hot mix asphalt overlay of township roads. She stated the Township went out for bids for the overlay projects and are requesting approval of the second low bid received due to previous issues with the low bidder. She remarked that the cost differential between the low bid and the second low bid is approximately $1,700.00. She advised that the Highway Department concurs with the recommendation of the Township to accept the second low bid. She stated that Peoria County oversees township motor fuel tax accounts and is required to hold all engineering contracts funded by Township MFT funds for the townships.

The motion to approve carried unanimously (5-0).

Discussion

• Peoria County Highway Department Project Status Update

Mr. Gilles referred committee members to the status update included in the committee packet. He advised that the list of 30 projects include project description, current status, pavement condition index of road projects, sufficiency rating of bridge projects, funding sources, construction year, and estimated engineering and construction costs.

Mr. Gilles noted that bridges with a Sufficiency Rating under 80.0 are eligible for rehabilitation with Federal funding while bridges with a Sufficiency Rating under 50.0 are eligible to be replaced with Federal funding. He also commented that funding for road projects is more difficult to obtain than bridge funding.

Miscellaneous

Ms. Pastucha mentioned that the Peoria Riverfront Museum currently has a display featuring County Board Member Junior Watkins and his wife Jackie.
