Peoria County Operations Committee met Nov. 29.

Chairperson Reneau called the meeting to order at 1:00 p.m.
A motion to approve the participation of Mr. Rieker via teleconference was made by Mr. Watkins and seconded by Ms. Daley. The motion to approve carried unanimously (4-0).
Approval of Minutes
A motion to approve the minutes of October 14, 2021 and October 25, 2021 was made by Ms. Duncan and seconded by Ms. Daley. The motion to approve carried unanimously (4-0).
Informational
• PCAPS Monthly Report
Ms. Spencer directed committee members to the submitted report and stood for any questions. Ms. Duncan noted that “Unincorporated” is included in the report of “Field Activities – Calls for Service by Jurisdiction” and asked what area of the county is represented by that designation. Ms. Spencer advised that unincorporated areas include areas of municipalities in which PCAPS has no contracts for service.
• Workforce Report
Mr. Sorrel advised that the current report covers applicants, new hires, demographics, and separations for October 2021 and a comparison of October 2020 and October 2021 figures. Mr. Rieker asked if any of the six October separations from the City/County Health Department are related to the recently implemented policy on COVID-10. Mr. Sorrel stated that several of those separations are a function of the vaccine mandate put in place at the Health Department. Ms. Duncan added that three of the separations are related to contact tracing.
Resolutions
• Grant Award from Walmart Community Grants Teams
A motion to approve was made by Ms. Daley and seconded by Mr. Watkins. Ms. Spencer advised that PCAPS was awarded two grants totaling $1,750.00, which will be utilized for animal intake diversion programs by providing supplies to pet owners in an effort to keep animals in their homes.
The motion to approve carried unanimously (5-0).
• FY21 Budget Rollover into FY22 Budget for replacement of PCAPS Animal Control Vehicle
A motion to approve was made by Mr. Watkins and seconded by Ms. Daley.
A motion to allow the participation of Ms. Pastucha via teleconference was made by Ms. Daley and seconded by Ms. Duncan. The motion to approve carried unanimously.

Ms. Spencer advised that although $45,000.00 was budgeted for FY2021 for the purchase of a new animal control vehicle, the department will be unable to secure the vehicle due to unavailability. She requests a transfer of $45,000.00 from FY2021 to FY2022 in order to purchase the vehicle next fiscal year. She also stated that the department’s FY2022 budget includes the replacement of one vehicle, and the transfer would allow the purchase of two animal control vehicle in FY2022.
The motion to approve carried (6-0).
• Risk Management Excess Insurance
A motion to approve was made by Ms. Daley and seconded by Ms. Duncan. Ms. Loftus advised that Arthur J. Gallagher, the broker for Peoria County, secured quotes from multiple carriers for the various lines of coverage utilized by the County. She stated that the premium package for 2022 is estimated at $990,017.00, a 9.5% increase from 2021.
The motion to approve carried unanimously (6-0).
Miscellaneous
Ms. Daley advised that she has met with human resource staff on drafting a letter to county employees regarding health insurance benefits. She anticipates finalization and distribution of the letter in early 2022.
