REMOVE 5.1 AND THE APPROVE AGENDA AS AMENDED

Amy Hasty spoke to the Council against Agenda Item 5.2. Ms. Hasty provided her concerns as to how poorly managed the sexual harassment complaint was by the City and felt that procedure and policy were not followed.

Jim Mangan spoke against Agenda Item 5.2 and recommended to dismiss the findings of the Ethics Commission and the censure resolution.

RESULT: APPROVED [6 TO 0]

5.1. Resolution No. 362-21/22

Public Censure of Councilmember Lloyd Orrick Regarding Ethics Ordinance Violations (Laid Over)

5.2. Resolution No. 365-21/22

Public Censure of Councilmember Lloyd Orrick Regarding Ethics Ordinance Violations (Revised)

Councilmember Orrick made a public apology to Councilmember Hohimer and a community member. Councilmember Orrick also apologized to Mayor Luft, Councilmembers, the City of Pekin and staff.

Councilmember Hilst spoke against the agenda item expressing concerns that discussions happened behind the scenes and did not include the entire Council. Councilmember Hilst also pointed out that the revised resolution provided in the

packet should have been the same resolution and not a new one.

Councilmember Hilst also voiced that procedure and policy violated regarding the Ethics Commission.

Councilmember Hohimer stated that she accepted Councilmember Orrick’s apology.

5.4. Resolution No. 364-21/22

Mayor's Appointment of David Nutter to the Infrastructure Improvements Committee and as its Chairperson (Laid Over)

Councilmember Hilst questioned the appointment to the Infrastructure Improvements Committee and that there was no documentation that the committee existed.

Mayor Luft agreed with Councilmember Hilst and informed Council that an ordinance was going to drafted as the former Mayor approved the committee.

RESULT: APPROVED [6 TO 0]

Mayor Luft announced that input was listened to, considered and that adjustments needed made.

Councilmember Nutter stated that he found some errors within the ethics ordinance and felt there were a list of things that needed done to address it.

There being no further business to come before the Council, a motion was made by Councilmember Nutter seconded by Councilmember Abel to adjourn. Motion carried viva voce. Mayor Luft adjourned the meeting at 5:39 PM.
