City of Marquette Heights City Council met Feb. 28.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Little, Naugle, Amundson, Neumann, Greiner and Neuhaus.

Also present were Attorney Herman, Clerk Steele, Public Works Director Brown, Fire Chief Fortier, Office Manager Minson, Deputy Treasurer Reynolds, Building Inspector Dearborn, and Police Chief Merritt.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Hamm read a proclamation declaring March 2022 as Developmental Disabilities Awareness Month.

Clerk

Reviewing the mask mandate for the city. Mask are encouraged but not required.

Treasurer

Treasurer Harris and Deputy Treasurer Minson met last week to discuss revenues. The office will send out each departments revenues for FY 2023 at the end of the week.

Attorney

No Report.

Communication

No Report.

Citizens Wishing to Address the Council

None.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

There have been three water main breaks since the last council meeting. The most recent water main break on Sangamon needed about 8 feet of pipe replaced. This break was 4 inches from a break that happen 5 years ago. Public Works Brown said this was one of the most difficult breaks he has encountered.

Exec Session called for TC1, TC11, TC12

Law Enforcement – Alderman Naugle

No Report.

Streets – Alderman Little

Cold patching this week.

Street guys have been working on dump truck 315 replacing leaf spring.

Storm drain cleaning continuing.

Public Buildings / Parks – Alderman Greiner

The library will be hosting a scavenger hunt for Unplug Day on March 5th.

Grant meeting for the opening bids for the Tazwell County grant is March 16th.

Fire – Alderman Amundson

Fire truck 312 is back in service after a wiring harness issue.

Planning – Alderman Neumann

No report.

Old Business

CONSENT AGENDA:

1. Approve February 14, 2022, Regular Council Meeting Minutes.

2. Approve February 14, 2022, Executive Meeting Minutes.

3. Approve February 21, 2022, Special Meeting Minutes.

4. Approve February 21, 2022, Executive Meeting Minutes.

5. Approve payment of $16,000.00 to United Life Ins. for 2022 annual fire annuity disbursements.

6. Approve Bi-Monthly expenditures in the sum of $58,333.29.

ITEMS REMOVED FROM CONSENT AGENDA:

None.

APPROVE CONSENT AGENDA:

Alderman Greiner made a motion, seconded by Alderman Amundson to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.

NEW BUSINESS:

1. Alderman Neuhaus made a motion, seconded by Alderman Amundson to approve $9635.00 to Pittsburgh Tank & Tower for dry inspection and clean out for water tower on Cahokia. To be budgeted in the 2023 FY budget. Roll Call Vote: Alderman Neuhaus -Aye, Naugle - Aye, Little – Aye, Greiner - Aye, and Neumann - Abstained. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Office manager Minson presented a Text my Gov texting quote. This will help inform the residents of the city. The quote included 25,000 texts a month for an amount of $3500.00 annually. The quote and scope will be discussed in further detail at the next committee meeting.

Building Inspector Dearborn gave an update on the status of 401 LaSalle Blvd. The house is being occupied and had been presented a Certificate of Occupancy with the signatures of the building inspector, public works director and electrical inspector. Sidewalks will be discussed in next committee meeting how and if a provision will be made.

Deputy Clerk Reynolds addressed the donation from Men’s Club President Michael Overholt that was presented last meeting. The donations are as follows:

• Fire Department - $5,000.00

• Library - $5,000.00

• Water - $500.00

• Admin Office - $500.00

• Public Works - $500.00

For a total of $11,500.00.

Office Manager Minson got clarification for the amendment to the lease agreement between the City and Men’s Club will be amended to include additional concrete work.

Some Aldermen believe there is bases finding litigation caused by lift stations issue that is likely to occur.

Alderman Neumann made a motion, seconded by Alderman Amundson, to enter Executive session at 7:39 p.m. for the purpose of discussing in accordance with employment performance, evaluation, and communication with specific personnel and discussion on TC12, TC11, TC1.

Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:39 p.m.

Council resumed regular session at 9:12 p.m.

Briarwood was discussed. Hydro tanks, water towers and wells were discussed. Estimated cost is $3,999.00 from Pittsburgh Tank & Tower for inspections. The final cost still to come and discussion will be had at next committee.

ADJOURNMENT

Alderman Neumann made a motion, seconded by Alderman Greiner, to adjourn the regular City Council Meeting at 9:29 p.m. Roll Call Vote: All Ayes. Motion passed.
