ROLL CALL BY THE COUNTY CLERK
I. APPROVAL OF MINUTES
Member Daley moved to approve the September 12th, 2024, minutes, and Member Rosenbohm seconded. The minutes were approved by a unanimous roll call vote of 15 ayes.
II. PROCLAMATIONS AND PRESENTATIONS
A. Proclamation recognizing October as Domestic Violence Awareness Month. B. A proclamation celebrating the graduates of the 2024 Peoria City/County Civic Leadership Academy.
Member Groves-Allison entered the meeting at 6:08 pm.
C. A proclamation honoring Kidder Music Service on their 50th Anniversary. D. A proclamation observing Operation Green Light for Veterans from November 4- 11, 2024.
Chairman Dillon presented Brooks with his 20-year anniversary pin! He thanked him for their service to the Country as well as to the County. He noted the VAC is one of the highest performing organizations within the County.
E. A proclamation recognizing Natural Fiber Welding as a finalist of The Earthshot Prize 2024.
Chairman Dillon wished Vice-Chairwoman Williams a Happy 60th Birthday. He expressed his appreciation for everything she has done for the last few years as the Vice-Chair.
Chairman Dillon presented Member Bryant with her 5-year pin. He shared that he appreciates everything she brings to the table and the different perspectives and is glad she is around the horseshoe.
Member Bryant stated that 5 years flies by really fast, she has learned a lot, and she is happy and honored to continue to serve.
Chairman Dillon presented Sheriff Watkins with his 20-year pin. He stated he is glad to know him as a friend, and he is a true servant that makes Peoria County a better place.
Sheriff Watkins joked that he had hair 20 years ago and now he doesn’t. He noted he doesn't want to do another 20 years, but he looks forward to the next 10-15 years.
F. Presentation by CGL for the Jail Master Plan.
Jody Mays, a CGL representative, spoke on the Peoria County Jail Master Plan. The PowerPoint presentation is attached.
Administrator Sorrel stated when CGL finished putting the final touches on the full final report, it would be distributed to all of the Board Members to have the opportunity to read it and the appendixes in full. He noted that in January, once the Board has been reconstituted and reorganized, they would schedule a policy session to allow all Board Members to review in full and come prepared with any questions and have a policy discussion.
Sheriff Watkins thanked CGL and Dewberry. He stated that his opinion is moving forward with option 1. He noted his concerns about option 2 are when doing an addition, you are putting a new building on top of another old building, and what happens in 15 years when the old building needs to be torn down. He also noted with option 3, building a new one, is a major cost to the taxpayers.
III. CITIZENS' REMARKS
Bill More urged the Board to vote against building a wind farm in Peoria County. Amy Johnson urged the Board to vote against building a wind farm in Peoria County. Adam Zimmerman urged the Board to vote against building a wind farm in Peoria County.
Joseph Callahan spoke in favor of building a wind farm in Peoria County. Travis Wheat urged the Board to vote against building a wind farm in Peoria County. Greg German urged the Board to vote against building a wind farm in Peoria County.
IV. CONSENT AGENDA
Member Salzer moved to approve the consent agenda, and Member Hoerr seconded. The consent agenda was approved by a unanimous roll call vote of 16 ayes.
C1. September 2024 Treasurer's Board Report.
C2. The Finance Department's report of expenditures from Accounts Payable system is accessible at www.peoriacounty.gov/199/Transparency-Portal.
C3. Monthly Delinquent Taxes.
C4. Approval of use of ARPA funds to acquire Parcel ID 14-15-200-017, an unimproved 53.596-acre tract.
C5. Approval of a settlement of civil litigation in the amount of $175,000.00.
C6. Approval of the FY25 Organized Retail Crime (ORC) Agreement with the Office of the Attorney General, State of Illinois in the amount of $52,117.00, and appropriation of this grant funding into the Sheriff's Office FY24 budget.
C7. Approval of a 3-Year agreement between the Peoria County Sheriff's Office and Wellpath for Jail detainee mental and medical healthcare services for the Peoria County Jail in the amount of $8,743,715.00
C8. Approval of the SFY25 Juvenile Justice Council Grant Agreement with Illinois Department of Human Services in the amount of $128,378.00.
C9. Approval of the SFY25 Juvenile Redeploy Grant Agreement with Illinois Department of Human Services and contracts with FamilyCore and Human Service Center in the amount of $369,643.00.
C10. Approval of the SFY25 Adult Redeploy continuation grant with Illinois Criminal Justice Information Authority in the amount of $336,840.00.
C11. Approve authorization to accept a $900 donation for enrichment programs into the PCAPS fund and to appropriate these funds into the PCAPS expenditure funds.
C12. Approval to authorize the County Administrator to appropriate $4,410.00 in expenditures to the Opioid Litigation Fund 2223 for the purchase of the R1 Learning System for Peoria County Drug Court participants.
C13. A resolution from your Land Use Committee recommending approval of the lowest responsible bid of J & F Chiattello Construction, Dyer, IN, for the replacement of five (5) roofs in the 61605 zip code portion of Peoria County.
C14. Approval of the lowest responsible bid of J & F Chiatello Construction, Inc. for the replacement of the Highway Department's North Station salt dome roof in the amount of $85,900.00.
C15. Approval of issuing a change order to Western Specialty Contractors for the replacement of the Peoria County Courthouse sally port roof, not to exceed $104,430.00 including contingency and 30-Year manufacturer's warranty.

V. ZONING ORDINANCE AND RESOLUTIONS
1. Case #WAV-2024-0006, Petition of Louck Farms LLC
Member Rosenbohm moved to approve the petition, and Member Daley seconded. The petition was approved by a unanimous roll call vote of 16 ayes. 2. Approval to award Western Specialty Contractors for the repairs and cleaning of the Peoria County Courthouse, not to exceed $747,213.50 including contingency.
Member Salzer moved to approve the resolution, and Member Kelch seconded. The resolution was approved by a unanimous roll call vote of 16 ayes.
