City of Chillicothe Economic Development Committee met June 14.

Here are the minutes provided by the committee:

The ED committee met at 4:30 p.m. in the Council Chambers.

Present in person: Chairman Connor, Alderperson Bredeman, Alderperson Jeff Jenkins, Alderperson Braun, Alderperson Sharp, Economic Development Director Amanda Beadles and Mayor Hughes

Absent: Alderperson Gehrig,

Public Comment:

There was no public comment.

PURPOSE:

Budget Review

Director Beadles presented the new fiscal year’s May budget. She discussed the balances for the TIF Central program, HELP loan balance, façade balances for TIF Business Façade and General Facade, pending payouts and the consultant’s budget. She reported to the committee that the full amount of the consultant’s budget had been included in the current fiscal year. She stated the latest consultant’s invoices had been submitted in the June 13th Council meeting.

Scenic Byway Invoice

Director Beadles presented the Scenic Byway Invoice. She stated the discount for being a REDCO member. Discussion ensued. The consensus of the committee was to send the invoice to Council for approval.

Photography

Director Beadles discussed the need for professional photography to market the City of Chillicothe. She stated she did not have an update to the current list of 147 places needing photography. She stated she had budgeted $4,000 for the 2022-2023 fiscal year. Discussion ensued. The consensus of the committee was to discuss holding a photography contest with a prize then review photography list and then seek professional photographer.

Proposal quote – 822 N Fourth Street & 314 W Walnut Street

Director Beadles reported receiving a proposal from Mike Smith for the appraisal for the properties to be $400 each. The consensus of the committee is to move forward with the appraisals.

Property Lien - 615 W Truitt Avenue

Director Beadles reported a request from Larry and Michelle Pollock to move the lien currently on the Truitt property formerly known as Wolf Hollow to be in first position on the Plaza Drive Property. The lien is for the remainder of the HELP loan. Their attorney handling the title work is Dick Laukitis. He stated Northwoods would not be buying the property if the lien was still on the property. Director Beadles reported a discussion with the city attorney in which he stated that changing the lien was not in the best interest of the city. Discussion ensued. Upon the advice of the city attorney, the consensus of the committee was to deny the request. Mayor Hughes stated he would call Larry Pollock to let him know the committee’s decision.

OLD BUSINESS:

Report – Delinquent HELP Loans

Director Beadles reported Di’s Downtown has paid off their HELP loan in full. Other delinquent HELP loans were reported on and payments from two others were received.

TIF Business Projects

Director Beadles referred to the engineer’s report stating the Cutright bathrooms were waiting on the electrical shop drawing to be approved. The construction company anticipates August/September construction startup time.

Grant Updates

American Rescue Plan Act (ARPA) – Director Beadles reported she and Denise Passage would be working to find a date for a joint meeting for EDC and Finance Committees as Denise had ideas on how to utilize ARPA funds and helping the city avoid taking out a bond.

DCEO HR220075 - $400,000 – Director Beadles reported this grant was in the DCEO’s grant manager’s hands and the city was waiting for DCEO’s scope to be written.

Back to Business Report – Director Beadles reported both Pearce and ODG had received funding from this grant.

Bike Path

Director Beadles reported that a new Bike Path Task Force meeting would be set to see how to move forward with the Bike Path and have an ITEP submission by this fall.

Comprehensive Plan

Director Beadles reported that the City of Chillicothe is on Tri-County’s Regional Planning Commission list and the pricing for a new plan should come in late July or early August.

Update - M&T Commission

Director Beadles reported there are a lot of June events. City events include Downtown Thursday 2nd Street market to be held June 16th from 5-8. This is a pet theme. This event is in conjunction with the Chamber’s Chillicothe Days Carnival.
