Old Business:

1. Speed of Traffic – N. 3rd St. in the area of Charlotte St.

Geri Steveson (228 Charlotte St.) was in attendance for this item. This concern has been brought to the Traffic Safety Committee meeting several times with citizens asking for stop signs at different locations along N. 3rd St. As noted, stop signs do not control speeding. Enforcement has been stepped up. As speeding continues to be a concern in this area, other options were discussed. Josie suggested adding striping to the road in this area to help define the lanes and identify parking lanes on both sides of the street. Trent made a motion to add striping to both N. 3rd St. and N. 2nd St. using lane measurements as defined by the City Engineer. Brett seconded the motion. All in favor.

2. Park Ave. Parking Analysis – Hanson Report

This has been addressed many times in the past from a citizen request. Josie had Hanson look into it to get an unbiased opinion from them. Sarah made a motion to put this report in a City Council consent agenda. Brett seconded the motion. All in favor.

New Business:

1. No Parking Sign – 1905 Quail Hollow Rd.

The residents are asking for a no parking sign in front of this address. Brett made a motion to table this item awaiting more detailed information regarding why this request is being made. Trent seconded the motion. All in favor. John stated he will make contact with the person who made the request to get additional information.

2. Marigold Festival Route

Terri Gambetti and Amy Hasty from the Marigold Festival committee attended the meeting to present the idea of switching the direction of the Marigold parade route so that it begins at downtown Court St. and ends on Broadway Rd. near the actual festival location in Mineral Springs Park. They requested that 14th St. and Broadway Rd. be closed between 10:00 a.m. and noon for the parade and their staging location on

S. Capitol St. be closed from 8:00 a.m. to 10:00 a.m. After discussion of the logistics, they were asked to take a closer look at the staging location to see how much room is actually needed and to seek areas, such as parking lots, to use for staging to keep as much of it as possible off the roads. It was further noted that the police station needs to have full access to the roads to respond to calls. The current plan has both side streets with direct access to the police station blocked. This item needs to be discussed at a Special Events meeting.

3. No Parking Signs on Fayette St. between IL29 and Main St.

Josie presented this item with the concern that this location is dangerous for semi-trucks trying to make the turn. Trent made a motion to have no parking in this location. Sarah seconded the motion. All in favor.

Around the Table

Brett reported that street sweeping and pothole filling has started.

Josie reported that Distillery Rd. is closed as the construction project is back in progress. Trucks are being directed to enter and exit off of Fayette St. and Front St. rather than their normal route on Distillery Rd. which is causing congestion. She has received complaints about trucks blocking driveways. She asked for enforcement when Officers have the time available to do it.
