City of Lewistown City Council met Aug. 9.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the Council Chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance. 

Invocation by Mayor Lafary 

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, Kim Pascal, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Public Works Director Evinn Palmer. 

DECLARATION OF QUORUM by Mayor Doug Lafary 

CLERKS REPORT/MINUTES: Cindy Goddard. 

Alderperson Clark made a motion to approve the minutes of July 12, 2022, second by Alderperson Long roll call vote, the motion carried all ayes. 

TREASURER'S REPORT: Debbie Brown. Nothing to report. 

ATTORNEY'S REPORT: Attorney Nathan Collins. Arrived 6:35 p.m. He will be having a meeting on Friday regarding all properties to condemn, court date in September possibly. 

ENGINEER'S REPORT: Keith Plavec. No Engineer present. 

PUBLIC COMMENTS AND PETITIONS: 

COMMITTEE REPORTS: 

Finance/Insurance/Zoning - Alderperson Clark: Nothing to report. 

Sewer – Alderperson Spotloe: Nothing to report. 

Streets & Allies - Alderperson Miller: Oil and chip program is done for this year. 

Police/ESDA - Alderperson Ward: Had a Police Meeting at 6:00 p.m. and opened bids for cars. 

Water - Alderperson Miller: Nothing to report. 

Utilities/Publications - Alderperson Long: Nothing to report. 

Public Buildings & Grounds – Alderperson Long: Need more weed killer to kill poison ivy and trees. Alderperson Miller wants to get speakers/soundsystem in the Gazebo, a system for microphone and sound going to get a bid from Pearl Technology. At that point he will call a meeting to discuss price and options. 

Tourism - Alderman Pascal: Nothing to report. 

Tax Increment Financing - Alderperson Spotloe: Nothing to report. 

Citizens Committee - Amanda (Smith) Sutphen she said that the Main Street Grant should be hearing at the end of this month, applied for about $653,000.00. Cheri Bustros grant is still in progress. Started grant for housing grant about 40 reached out to her already. A lot of elderly and low-income people. 

Christmas Committee - Kenny Haacke not present. 

WORKS DIRECTOR'S REPORT – Evinn Palmer Director, said the streets that got oiled and chipped didn't go over on any supplies went all right. Trimming trees, still mowing and weed eating 

UNFINISHED BUSINESS: 

1. Discuss/Approve Health Insurance Employee Policy for Reimbursement - Attorney Collins did not write up anything, so Alderperson Long withdrew the idea. 

2. Discuss/Approve September 19, 2022 as Clean Up Day – Alderperson Miller made motion to approve September 19, 2022 as All Town Clean Up Day, second by Alderperson Long, motion carried all ayes. 

3. Discuss/Approve Audit FY 22 with Andrew Ryon, CPA of Gordon, Stockman & Waugh 

- Andrew Ryon went thru the Audit report as of April 30, 2022, it went smooth, he also said the important paragraph is the one that says a “clean opinion”. The Annual Financial Report will be filed with the County Clerk of Fulton County and Illinois Department of Commerce & Economic Opportunity. Motion by Alderperson Ward, second by Alderperson Spotloe to approve the Audit for FY 2022. Roll call vote motion carried all ayes. 

NEW BUSINESS: 

1. Discuss/Approve Police Car Bid and approval of Sales - Bids opened at 6:00 p.m. Ringwood Motors won the bid for Dodge Charger in the amount of $2,380.00, and Kendall Miller had the highest bid for the Crown Victoria in the amount of $2,510.00. Motion by Alderperson Ward to approve the Police Car Bids to Ringwood Motors for the Dodge Charger and Kendall Miller for the Crown Victoria, second by Alderperson Spotloe. Roll call vote, Alderperson Miller abstained from voting, motion carried all aycs.

2. Discuss/Approve permanent "No Parking” Signs on West Avenue K- Eugene that owns the Car Wash, wants no parking from property line to fence line. When people park along the street there it causes issues with pulling out of the car wash. Has already had one wall damaged from trailer not being able to pull out when someone was parked there. Usually during fair time, the city already puts temporary no parking signs up and that is about the only time people park there. Table at this time.

3. Discuss/Approve MFT Bid for Catholic Cemetery Road - Mayor Lafary read the three bids, Laverdiere Construction was $8,700.00, Dunn Company was $25,790.00 and IRC, Inc. was $19, 750.00. Public Works will put white rock, then they will grind the road all up, then roll out. Motion by Alderperson Spotloe, and second by Alderperson Clark to approve the bid from Laverdiere Construction to repair the Catholic Cemetery Road, roll call vote, motion carried all ayes. 

PRESENTATION OF BILLS: 

Alderperson Clark made a motion to approve all bills properly endorsed; Seconded by Alderperson Long roll call vote, the motion carried with all ayes. 

CLOSED SESSION: No closed session 

ADJOURNMENT: 

Alderperson Miller made a motion to adjourn at 6:56 p.m.; Seconded by Alderperson Clark motion carried all ayes.
