City of Chillicothe City Council met Nov. 14.

Here are the minutes provided by the council:

A regular meeting of the City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session in person November 14, 2022 at 7:00 PM with Mayor Michael D. Hughes presiding and with proper notice having been posted.

Mayor Michael D. Hughes called the meeting to order at 7:00 P.M.

The Pledge of Allegiance, to the Flag of the United States of America, was recited.

Chairman Hughes directed Clerk Byrnes to take roll.

Dennis Gould, Jeff Jenkins, Gary Sharp, Jacob

Superintendent of Public Works Shawn Sutherland

Chairman Hughes declared a Quorum present.

The Minutes of the Regular Council Meeting held on October 24, 2022 was presented. Motion Alderperson Braun, second Alderperson Gould, that the Council dispense with the reading of the Minutes of the October 24, 2022 Regular Council Meeting and approve the Minutes as presented.

Motion Carried Via Voce Vote.

PETITIONS AND COMMUNICAITONS BY THE CLERK:

Clerk Byrnes presented the following committee minutes:

1. Judicial – 10/26/2022

2. Marketing & Tourism - 11/7/2022

3. Public Safety – 11/08/2022

CLERK COMMUNICATIONS:

Clerk Byrnes presented the following communications:

1. City Collectors Report - October 2022

2. City Treasurers Report – 10/31/2022

3. City Engineer Report - 11/9/2022

Motion Alderperson VanBruwaene, second Alderperson Jenkins, that the minutes as presented be accepted as amended and the communications as presented by Clerk Byrnes be accepted and placed on file.

Motion Carried Via Voce Vote.

PETITIONS AND COMMUNICAITONS FROM THE MAYOR AND ALDERPERSONS:

None.

COUNCIL COMMITTEE COMMUNICATIONS:

Alderperson Braun advised the council that the November 10, 2022 Judicial Committee Meeting that was to discuss the topic of solar that the council put a moratorium on was cancelled, therefore it will be addressed at the November 30, 2022 Judicial Committee

Meeting.

ANYONE WITH BUSINESS CONCERNING CITY GOVERNMENT

Wayne Bergmann, of Sweetbriar Dr. Chillicothe, raised a concern of speeding from Hillcrest and Sweetbriar to McGrath. There are special needs children that live in the area and he would like signage either indicating, children in the area, or a speed limit sign. Chief Cooper offered to access the area for existing signage and if additional signage is needed.

PRESENTATION OF BILLS, TRANSFERS AND PAYROLLS FOR PAYMENT AND DISCUSSION:

Motion Alderperson VanBruwaene, second Alderperson Gehrig, that the bills as presented be paid and the payrolls and transfers be approved. Alderperson VanBruwaene expressed a concern after reviewing the bills regarding a large payout to Former Police Chief Scott Mettille. He is requesting a breakdown of the monies paid.

MAYOR HUGHES:

PUBLIC WORKS COMMITTEE:

Motion Alderperson Gould, second Alderperson Sharp, that the council approve an expenditure in the about of $5,152.00 to Engbrecht Concrete for sidewalk repairs located at Holland Court, Sycamore and 2nd, Sweetbriar, 419 Beech and 1404 Pine St. Payable from the Sidewalk Program.

Roll Call Vote was:

Ayes: Braun, Bredeman, Gehrig

Gould, Jenkins, Sharp, VanBruwaene

Nays: None

Chairman declared motion carried.

Motion Alderperson Gould, second Alderperson Sharp, that the council approve an expenditure in the amount of $14,408.00, to Engbrecht Concrete for sidewalk repairs. Payable from the MFT Fund.

Roll Call Vote was:

Ayes: Braun, Bredeman, Gehrig

Gould, Jenkins, Sharp, VanBruwaene

Nays: None

Chairman declared motion carried.

FINANCE COMMITTEE:

Motion Alderperson VanBruwaene, second Alderperson Jenkins, that the council approve Ordinance No. 22-11.38 for Tax Levy and Assessment of Taxes for the city's Fiscal year beginning May 1, 2022 and ending April 30, 2023 in the amount of $793,144.82.

Ayes: Braun, Bredeman, Gehrig

Gould, Jenkins, Sharp, VanBruwaene

Nays: None

Chairman declared motion carried.

Motion Alderperson Jenkins, second Alderperson Bredeman, that in the absence of Alderperson Connor, Alderperson Gehrig present the agenda item from the EDC Committee, and Alderperson Braun present the agenda item from the Judicial Committee.

Ayes: Braun, Bredeman, Gehrig

Gould, Jenkins, Sharp, VanBruwaene

Nays: None

Chairman declared motion carried.

ECONOMIC DEVELOPMENT:

Motion Alderperson Gehrig, second Alderperson Jenkins, that the council approve an expenditure of $22,264.20 payable to George Rump Construction, for a partial payment of the Cutright Park Restroom Renovation. Payable from the TIF Central Business Account. Roll Call Vote was:

Ayes: Braun, Bredeman, Gehrig Gould, Jenkins, Sharp, VanBruwaene

Nays: None

Chairman declared motion carried.

JUDICIAL COMMITTEE:

Motion Alderperson Braun, second Alderperson Sharp, that the council instruct the City Attorney to draft and amend to the city code by amending Chapter 18 Buildings and Building Regulations Article 3 Swimming pools Division 1 Location by amending the 15 foot restriction from an easement to 5 foot restriction from an easement.

Roll Call Vote was:

Ayes: Braun, Bredeman, Gehrig Gould, Jenkins, VanBruwaene

Nays: Sharp

Chairman declared motion carried.

Motion Alderperson Jenkins, second Alderperson Braun, to adjourn at 7:20 p.m. Chairman Hughes declared the meeting adjourned.
