VILLAGE OF SWANSEA BOARD OF TRUSTEES MINUTES OF COMMITTEE MEETINGS

Attendees: Board President Michael Leopold, Treasurer John Walter, Village Clerk Tyler Thompson, Village Administrator Ben Schloesser, Trustee Marilyn Neumeyer, Trustee Matt Lanter, Trustee Richard “Rocky” McDonald, Trustee Brian Thouvenot, Trustee Cary Lewis, Police Department Chief Matt Blomberg, Fire Department Chief Chris Tell, Building and Zoning Director Joseph Iliff, and Director of Public Works Rick Tucker

Absent: Trustee Jeff Parker

PERSONNEL COMMITTEE: Held 6:00 to 6:03

1. Discussion: Employee Wellness Program

The Village Administrator said there are wellness dollars baked into the health insurance rates. Human Resources has been working hard to do a successful event. This Wednesday for Village staff there will be a biometric screening and then results will be assessed to find savings. The Village Administrator thinks there will be a significant benefit to staff, and there has been a lot of help from Chief Blomberg and Chief Tell.

1. General Fund Analysis

Trustee Lanter said revenues were very close to budget and so were expenses. Board President Leopold said the Village will end the year with a good surplus. Sewer revenues were positive but there is a deficit when including capital projects. Trustee Lanter said it was planned to be in the negative. Trustee McDonald asked when the Board will get a breakdown and said the numbers do not add up. The Village Administrator said a couple months. Board President Leopold said there is two more months to go until it is done. The Village Administrator said the books are not closed yet and the Village is currently in the new fiscal year but there is some lag.

2. Res. No. _____ A Resolution Accepting The Professional Services Agreement With The Regional Justice Information Service, 4255 West Pine Blvd, St. Louis MO 63108, To Provide Information Technology Support To The Village Of Swansea Through April 30, 2024

The Village Administrator said this is the annual agreement. The pricing structure has remained the same for almost everything. Board President Leopold asked if he is happy with Regis. The Village Administrator said yes. Motion to Forward: Made by Trustee Lanter, seconded by Trustee Lewis

3. Municipal Aggregation Program Update

The Village Administrator said there is no full update yet. He signed an agreement with the approval of Board President Leopold and the Finance Chair for an emergency purchase. The Village has not got the contract yet. The Village Administrator will inform the Board when. The Village Administrator said there will be something in the Swansea Report when the Village has details, and the supplier will send out notices as well.

1. Discussion Item: Meeting Minutes

Trustee Lewis thinks it’s important to have the minutes and packet within a timely manner, and he would like them well in advance of the meeting so they could look at them. Board President Leopold asked if he wanted them earlier then usual. Trustee Lewis wanted them the Monday before the meeting. Trustee McDonald asked if the Board can have them Tuesday or Wednesday. The Village Administrator said if the minutes and packet are out sooner there are things that might be excluded since they come up later in the week. He said historically the minutes and packet come out on Thursday but its up to the board. Trustee Thouvenot said Wednesday the week before is appropriate since there are reports from the department heads and other things that might come up after that Monday. Board President Leopold agreed on Wednesday. 2. Discussion Item: Bulk Item Pickup - Contract Amendment

The Village Administrator said the current pricing is $57 for one bulk item pick up which consists of two big items or eight standard bags of trash. This was not in the original contract and he would like to see how it will be structured. Residents have to call them about big items and pay. Board President Leopold said once a year the County does a free big item pick up. Trustee Lewis said that is only for parts of Swansea. The Village Administrator will call Republic for an amendment to the contract.

COMMUNITY & ECONOMIC DEVELOPMENT: Held 6:26 to 6:58

1. Report On Properties With Active Code Enforcement Cases On Brackett & Gilbert Streets

The Building and Zoning Director said a couple cases have been resolved by the owners. Some are lingering problems for quite some time. He will talk to legal counsel to see what will be done about those. Some are waiting for insurance money to fix them. Trustee Neumeyer asked for the dates when the Building and Zoning Director talked to them since some have not been fixed. Trustee Lewis appreciates what has been solved so far and that there are the dates when the owner failed to respond. Trustee McDonald wants to see the process about when the Village notifies them and does things.

2. Res. No. _____ A Resolution Approving The Planned Business Submittal For Construction Of Hendricks Brewthers Brewpub At 211 N Belt East

The Building and Zoning Director said it has been to the Planning and Zoning Commission and was approved. Mike and Tim Hendricks were present. They gave a description of their plans, menu, and proposed building. Trustee Thouvenot liked it but had questions. The Hendricks asked for help from the Village with the sewer and parking lot. Trustee Thouvenot asked about parking changes, and they said they could work that in. Trustee Lewis asked what the brothers want with the Village. They said there is a manhole and they talked to the Building and Zoning Director so they think it would make more sense to do a line that other houses could tap into. The Building and Zoning Director said the Village did research into it and the cost of a line would be a lot but it would reduce costs for the business and houses nearby. Trustee Neumeyer asked who they are getting sewer from now. The Building and Zoning Director said it is septic. The Village Administrator said they are not in the Tif district but they are in the business district. The Director of Public Works said the manhole can accommodate the sewer line. Trustee Thouvenot asked Chief Blomberg about the intersection. Chief Blomberg said he has concerns. The Building and Zoning Director said there are fair questions about what the striping indications would need to be. Trustee Lanter said IDOT might require a traffic study and that might be the next step. Trustee McDonald agreed and said they need to check if the roads can go in and then the Village can talk about it. Trustee Thouvenot asked if there is another entrance onto the property. One of the Hendricks said the old entrance is far down on the property, but it is far away from the business. Trustee Thouvenot sked what the Building and Zoning Director would like to do. The Building and Zoning Director said to approve it as submitted but if IDOT wants something changed to change it.

3. Discussion Item: Community Development Updates

The Building and Zoning Director said the Village cut the grass at the CVS and sent them the bill. They have not paid yet. Board President Leopold said a potential party for CVS no longer wants it. Trustee Thouvenot said there has been activity at Jarvis Electric. The Village Administrator said the Village has a good relationship with them and they will stay in Swansea, but they no longer need all the square footage. They are not closing and are doing well. The Village Administrator said they have been very good partners and the Village is glad to have them. Board President Leopold and the Village Administrator are meeting with Max’s One Stop on Thursday to talk. Trustee McDonald asked if the Village Administrator spoke to Schnucks. The Village Administrator said he called and left another message to the manager.
