Peoria County Board - Ways & Means Committee met Oct. 23.

Here are the minutes provided by the committee:

MEMBERS PRESENT: 

Betty Duncan – Chairperson; Matt Windish -Vice Chairperson; Daniel Kelch, Terry Ruhland, Sharon Williams

MEMBERS ABSENT:

Scott Sorrel – County Administrator; Shauna Musselman – Assistant County Administrator; Jennie Cordis Boswell - State's Attorney's Office; Heather McCord – Chief Financial Officer; Rachael Parker – County Clerk; Elizabeth Gannon – Election Commission; David Ryan – Supervisor of Assessments; Nicole Bjerke – Treasurer

Call to Order 

The meeting was called to order by Chairperson Duncan at 3:30 p.m.

Approval of Minutes 

A motion to approve the minutes of September 25, 2023 was made by Mr. Ruhland and seconded by Mr. Windish. The motion carried.

Informational Items/Reports/Other Minutes/Updates 

County Clerk 

➢ Collections and Transactions Report

Ms. Parker directed committee members to the submitted report and stood for any questions. There were no questions or comments.

Peoria County Election Commission 

Ms. Gannon advised the filing dates for District 150 petitions are October 30th through November 6th, and established party candidates can file November 27th through December 4th.

Ms. Gannon gave a presentation on the establishment, staffing, mission, duties and services provided by the Election Commission. She discussed in detail the processes of voter registration and election management, and addressed questions from committee.

Supervisor of Assessments/Board of Review 

• Tax Cycle

Mr. Ryan advised that the Supervisor of Assessments portion of the 2023 re-evaluation is complete, as the complaint deadline was October 13th. He stated that a tentative abstract has been sent to the Department of Revenue, after review the information is forwarded to the County Clerk, and a final abstract will be sent to the Department of Revenue after the Board of Review has completed their hearings. He stated that approximately 600 complaints are estimated, which is a 40% decrease from the prior re-evaluation in 2019.

Mr. Ryan explained the process for resolution of complaints.

Treasurer  

Ms. Bjerke advised that the 5th tax distribution on October 18th totaled $25.8 million, for a total distribution of $324 million (96.5%) to date. She stated that 6,012 delinquent tax notices have been sent out, with last date of pay being November 3, 2023. She commented that the tax sale will be held November 6, 2023 at 9:00 a.m. in the county boardroom.

Veteran's Assistance Commission 

No report.

Resolution 

➢ Monthly Delinquent Taxes

A motion to approve was made by Mr. Kelch and seconded by Mr. Windish. The motion carried (5-0).

Public Comment 

Chairperson Duncan called for any public comment. There were no public comments.

Miscellaneous 

None.

Adjournment 

The meeting was adjourned by Chairperson Duncan at 4:00 pm.
