City of El Paso City Council met Nov. 20.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on November 20, 2023 at 7:03 PM.

Council Members Present: Kilpatrick, Mool, Ragusa, Brucker and Howard. Zoom: None Absent: Moore. It was reported the meeting is being recorded.

Present in Person: Public Works Director Casey Jones, Recreation Supervisor Colton Scott, Police Chief Joe Montemurro, Administrative Assistant Sandee Kessinger, Clerk David Fever, Attorney Stoller and Treasurer Linda Haas. Also present: Julie Hager and Jennie Kearney as the local press.

Also present by Zoom Application: Director of Public Services Barry Kauther, Other name on zoom software was Karen & Kim.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Brucker, seconded by Ragusa to approve the agenda as presented with the deletion of 8B (Health Insurance Discussion).. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of the November 6, 2023 City Council Meeting were presented in written form.

Audit Committee Minutes: The minutes of the November 6, 2023 Audit Committee Meeting were presented in written form.

Register of Bills: The Register of Bills in the amount of $ 204,888.18 as of November 20th was presented.

Treasurer's Report: The Treasurer's report for the month ending October 31, 2023 showing investments, revenue and expenses was presented in written form.

Approval of Consent Agenda: Motion by Brucker, seconded by Mool to approve items on consent agenda. Voice call vote taken of all ayes.

Public Comments: None.

Old Business: None.

New Business:

Insurance Renewal 2024: Motion by Howard, seconded by Kilpatrick to approval to continue General Insurance and workers compensation from January 1, 2024 to January 1, 2025 with Assured Partners for $81,887 plus Cyber Option for $683. Roll call vote taken of all ayes.

Medical Insurance 2024: Removed from Agenda.

Director of Public Service: Report was presented in written form.

Mayor's Report: The Mayor spoke of continuing contribution to the CEO Program. He also spoke of the many years of service Mayor Ronald Mool had given to our Community, both as Mayor, School Board President and many more contributions. Ron was Mayor for 20 years and passed away November 7, 2023.

City Council Comments:

Police Chief Report: Report given in written form and spoke briefly about the SRO Contract and Camera on order.

Operations Supervisor: Report given in written form plus he reported on Water Main Leak near ARC Nursing Home.

Parks and Recreation Department: Report given in written form plus reminded everyone that the calendar for ABC Recreation Building is kept up to date and is on line.

Attorney Stoller had nothing to report.

Executive Session: Motion by Kilpatrick, seconded by Ragusa, to adjourn into an executive session to discuss the purchase or lease of real property for the public body under 5 ILCS 120/2 Exception 5. Staff members to be present are: Sandee Kessinger and Clerk Fever. The executive session is anticipated to last 30 minutes and will begin at 7:50 PM and will resume in open session at 8:20 PM, at which time the City Council may move to continue in executive session if additional discussion is warranted. No action is anticipated following the executive session. Voice vote taken of all ayes

Open session was called back to order at 8:22 PM and it was reported action will be taken.

Purchase of 39 E Front St..: Motion by Howard, seconded by Kilpatrick to approve contract between the City and Terry L. Giosta that approves the purchase of his property at 39 E. Front St. for $80,000. Motion also authorizes the Mayor to sign contract. Roll call vote taken of all ayes.

Motion by Brucker seconded by Howard to adjourn. Voice vote taken of all ayes. Meeting adjourned at 8:25 PM.
