City of Chillicothe Public Works Committee met Jan. 3.

Here are the minutes provided by the committee:

The public works committee met on January 3, 2024 at 4:34 p.m. in the council chambers at city hall. Present: Chairman Sharp, Alderperson Bredeman

Absent: Alderperson Vanbruwaene

Also present: Mayor Hughes, Superintendent Sutherland, Office Manager Passage

Chairman Sharp announced "Pursuant to Sec. 2-78 of the Chillicothe code, City Engineer David Horton has requested to electronically attend this meeting due to a work conflict. If any alderperson objects he or she may make a motion at this time objecting to the City Engineer's electronic attendance." "Hearing no objection, the City Engineer is permitted to attend electronically and will be considered present for the meeting."

Chairman Sharp called the meeting to order at 4:34 p.m.

Public Comment

No Public Comment

Purpose

Budget Review 23-24 -- Superintendent Sutherland reported the following:

Road & Bridge - 29.64%

Motor Fuel Tax - 82.2% Water - 56.16%

Sewer-43.40%

At this time budgets should be at 66.64%

Budget 24-25 - Superintendent Sutherland reported that he is working on the budget for fy 24-25 and asked that he be given any items that the committee would want to include in the budget. He stated that Mayor Hughes has asked that money be placed in the budget for alley upgrades or repairs. Superintendent Sutherland reported that he will be looking at alleys. Mayor Hughes requested that they look at the alley off of Truitt across from the old bowling alley and the alley at Small Engine Repair.

High Usage Waiver - nothing to report

Lien Report - One lien is pending if they do not pay before January 8, however; I am working with the attorney at it is for the property located at 1249 Fourth.

Methodist - Handicap Parking – Superintendent Sutherland requested that this item be withdrawn and removed for the agenda. The consensus of the committee was to withdrawn this and remove from further agendas.

Project Update - Engineer Horton reported:

1. MFT General Maintenance Resolution that was passed by council was reviewed by IDOT and they asked that a couple of categories be amended, however; it will not change to total of the resolution. Engineer Horton stated he will repair the amendment and requested that the amendment be presented at January 8, council meeting. The consensus of the committee was to present the amendment for approval.

2. Sycamore Street Project - This is pending IDOT final approval of the RBI Funding.

3. The final expenditures for Motor Fuel Tax for 2023 are being prepared and will be presented at the next public works meeting.

Superintendent Sutherland reported that he is still pending a decision for the valves that were buried during the Rt 29 road project by IDOT. Engineer Horton advised he is still working with IDOT to get a meeting scheduled to discuss this issue and the city has not made final payment. He also explained the situation with the valves. The committee instructed Superintendent Sutherland to obtain a cost from Walker Excavation to uncover the valves. Engineer Horton advised a permit to work in IDOT right of way will be required.

OLD BUSINESS

Verizon Wireless Lease - Water Tower - nothing to report

Lead Service Line Requirement - Superintendent Sutherland reported that he will have to have a report to the EPA by April. The committee discussed different options of obtaining the required information, such as; sending a letter to every household, going door to door, and placing a door hanger at every household. Superintendent Sutherland will continue to work to obtain the information.
