City of Chillicothe Judicial Committee met Jan. 11.

Here are the minutes provided by the committee:

The Judicial Committee met on January 11, 2024 at 4:30 p.m., in the council chambers at City Hall.

Present: Chairman D. White, Alderperson Sharp, Alderperson Bredeman, Attorney Day, Mayor Hughes, Office Manager Passage

Chairman D. White called the meeting to order at 4:30 p.m.

PUBLIC COMMENT

None

PURPOSE

Code Section Reviews:

A. Massage Establishment - Attorney Day recommended to the committee to eliminate massage establishments as it currently is within the city code. Massage establishment is listed as an allowable use in C2 Zoning and as a Special Use in CB1 zoning. The consensus of the committee was to leave the uses as they are in the two-zoning classification, however; amend the use by removing Massage and inserting Bodywork and reference the new code section Bodywork Establishments. Attorney Day presented the recommended code changes to the current city code Article IX Adult Uses. (See attachment). The consensus of the committee was to have the Attorney draft the new ordinance to amend Article IX Adult Uses as presented.

Attorney Day presented the proposed new code section Bodywork Establishment, the proposed was a copy of Peoria's code regarding Bodywork Establishments. (see attachment) Attorney Day went over the potential code regarding Bodywork Establishments and advised that since the City of Chillicothe does not have a City Manager, the City of Chillicothe's code for bodywork establishment, if adopted, would state Mayor or his/her designee instead of City Manager. After review of the potential code change, (Bodywork Establishments) the consensus of the committee was to instruct the city attorney to draft the bodywork establishments ordinance after the City of Peoria's ordinance for Bodywork Establishments and bring the draft ordinance back to the committee for review.

b. Air B&B - Short Term Rental – Chairman White stated that this topic will be discussed at the next Judicial meeting.

c. Definitions - Add necessary definitions during review- No discussion was held regarding this topic.

d. Fee Section – No discussion was held regarding this topic.

Building Code - Public Act 103-0510 State Wide Building Code -No discussion was held regarding this topic.
