City of El Paso City Council met April 22.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on April 22, 2024 at 7:00 PM.

Council Members Present: Mool, Brucker, Howard, Kilpatrick and Moore. Late: None. Absent: Ragusa. It was reported the meeting is being recorded.

Present in Person: Director of Public Services Barry Kauther, Police Chief Joe Montemurro, Clerk David Fever, Operations Supervisor Casey Jones, Recreation Director Colton Scott and Treasurer Linda Haas. Also present: Karen Wilkey, Janelle Czapar, Teresa Gauger, and Kim Kearney as the local press.

Mr. Melick's Civics Class: In attendance from Mr. Melick's Civics were: Wyatt Czapar, James English, Ronnie Lipscomb, Benjamin Cairy, Bradie Hill, Israel Nowark, Zachary Feese, Keyli Cogdal, Drew Cooper, Eli Kibler, Piper Zimmerman, Sophie Hinthorne, Alyie Roth, Eliza Meiss, Jordon White, Riley Kemp, Kaden Kemp, and Noah Williamson.

Also present by Zoom Application: Other name on zoom software was I phone.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Kilpatrick, seconded by Moore to approve the agenda as presented. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of the April 1, 2024 City Council Meeting were presented in written form.

Finance Committee Minutes: The minutes of the April 1, 2024 Finance Committee Meeting were presented in written form.

Register of Bills: The Register of Bills in the amount of $ 191,823.23 as of April 22nd was presented.

Treasurer's Report: The Treasurer's report for the month ending March 31, 2024 showing investments, revenue and expenses was presented in written form.

Approval of Consent Agenda: Motion by Moore, seconded by Brucker to approve items on consent agenda. Voice call vote taken of all ayes.

Public Comments: None.

Old Business: None.

New Business:

A: Review and approval of Liquor Licenses.

1. Minit Mart, LLC DBA Minit Mart #630: Motion by Kilpatrick, seconded by Mool to approve renewal of liquor license for Minit Mart, LLC DBA Minit Mart #630 for classes E, G & I. Voice vote taken of all ayes.

2. El Paso Liquors: Motion by Mool, seconded by Moore to approve renewal of liquor license for Jai Shree Ramjil Inc. DBA El Paso Liquors for classes C, F & I. Voice vote taken of all ayes.

3. American Dream Pizza Co., DBA Monical's Pizza: Motion by Moore, seconded by Kilpatrick to approve renewal of liquor license for American Dream Pizza Co., DBA Monical's Pizza for classes A & H. Voice vote taken of all ayes.

4. El Paso Mexican Restaurant: Motion by Moore, seconded by Kilpatrick to approve renewal of liquor license for the El Paso Mexican Restaurant for classes C & F. Voice vote taken of all ayes.

5. Gander Incorporated, DBA as Topsy's: Motion by Howard, seconded by Mool to approve renewal of liquor license for the Gander Incorporated, DBA as Topsy's for classes C, F & I. Voice vote taken of all ayes.

6. The Local Tap LLC: Motion by Kilpatrick, seconded by Moore to approve renewal of liquor license for The Local Tap LLC for classes C, F & I. Voice vote taken of all ayes.

B. Snow Plow Truck Purchases: Motion by Brucker, seconded by Moore to approve the purchase of a Peterbilt truck for a dump truck that will be used as a snowplow for $137,976. Roll call vote taken of all ayes.

C. Tree Planting Program: Motion by Brucker, seconded by Howard to approve a Tree Planting Program as presented for Fiscal Year 2025. Roll Call vote taken of all ayes.

D. Fiscal 2025 Annual Budget & FY 2024 Budget Adjustments:

Operating & Capital Budget Fiscal Year 2025 and Adjustments: Motion by Kilpatrick, seconded by Moore to approve Operating & Capital Budget for Fiscal Year 2025 and Budget Adjustments for Fiscal 2024 as presented. Fiscal 2025 shows expected Revenue and Transfer as $7,358,250 and expected Expenses and Transfers of $9,452,515 and adjustments for Fiscal 2024 of Revenue of $152,000 and Expenses of $270,000. Roll call vote taken of all ayes.

Director of Public Service: Report was presented in written form and removal of 3 buildings on East Front Street will begin soon.

Mayor's Report: The Mayor welcome and addressed the Students of El Paso Gridley High School who were in attendance.

City Council Comments: Alder woman Kilpatrick spoke briefly concern damaged flags and the 2024 Avenue of Flags Program.

Alderman Moore commented on the plan to offer a combined pool and recreation building pass for this summer.

Police Chief Report: Report presented in written form and the Chief added Officer's have had Body Camera Training.

Operations Supervisor: Report presented in written form and weekly brush pickup has started.

Recreation Department: Report presented in written form and they have most of lifeguards returning from last year.

Attorney Stoller was not present.

City Clerk: Had nothing additional to report.

Motion by Brucker seconded by Mool to adjourn. Voice vote taken of all ayes. Meeting adjourned at 7:55 PM.
