City of Chillicothe Public Works Committee met May 22.

Here are the minutes provided by the committee:

The public works committee met on May 22, 2024 at 4:30 p.m. in the council chambers at city hall. Present: Chairman Sharp, Alderperson Vanbruwaene, Alderperson Bredeman, Alderperson D. White Also present: Mayor Hughes, Superintendent Sutherland, Office Manager Passage, City Engineer David Horton

Chairman Sharp called the meeting to order at 4:31 p.m.

Public Comment

None

PURPOSE

Chairm Sharp ask that the agenda topic Review of Projects, Capital Purchases, Expenses be discussed first. The consensus of the committee was to discuss said agenda topic first.

Review of Projects, Capital Purchases, Expense - Alderperson D. White explained to the committee that the finance committee met on May 15, to discuss water rate increase again due to the fact the council rejected the first proposal. He advised the committee that the finance committee will be recommended to the council a new proposal to increase the water rates over three years. Alderperson Vanbruwaene explained that since the increase will be over three years he wanted to review the budget and projects for the water/sewer fund as the revenue the first year will not be as expected. A review of the projects was held. The committee directed Superintendent Sutherland to prioritize all projects in the water/sewer fund and monitor expenses and make recommendations based on the revenue received as some project may need to be deferred to later on in the fiscal year or the following fiscal year. Alderperson D. White left the meeting at this time.

High Usage Waivers - Nothing to report

Lien Report - Office Manager Passage reported that one lien will be filed if payment is not received by June 4 for 505 Santa Fe - $146.17.

Sidewalk Program Applications - Office Manager Passage stated one application for the sidewalk program has been submitted.

Tim Worrick 1604 Cutright - City cost would be $1,000.00 plus $726.00 (city right of way with handicap mat) total $1,726.00.

Remainder after $20,274.00

The consensus of the committee was to present the application to council on May 28 for approval.

Purchase Hose/Pool Fills - Superintendent Sutherland advised the committee that the cost to purchase 200 feet of fire hose for the purpose of filling pools was $1,400.00, from Kelly Blue Book. Superintendent Sutherland explained that the existing hose he had could not be used as he had to use it for a sewer issue, and the Community Fire Department did not have any used hose that did not pass inspections. A discussion was held regarding the cost to the city to fill pools. Alderperson Bredeman stated no to purchasing the hose, Alderperson Sharp and Vanbruwaene said yes. It was agreed to take the request to council to seek approval at the May 28 council meeting.

Boat Dock Repair - Permits - Superintendent Sutherland advised the committee that he reached out to the company that will be repairing the dock regarding permits, however; he has not received a call back. He advised the committee that the time frame for the repairs was to begin in six week and it will take two weeks to complete. Engineer Horton advised the committee that the repair of the dock may not need a permit, however; because a new piling will be installed that may require a permit from the Corp of Engineers, Illinois Department of Natural Resources. The committee directed Superintendent Sutherland and Engineer Horton to check into the need for a permit.

Project Update -

Engineer Horton reported:

1. He is working on finalizing the plans for the Bradley Drainage Project. Office Manager Passage advised that if possible we will need to monitor the amount of grant money spent in one fiscal year. She explained that if the city spends over $750,000 in Federal Grant Funds and/or $500,000 in State Grant Funds it will require a different type of audit which will cost more.

2. He stated that the bids for the Benedict Bridge is due June 5.

3. Pine Street Water Main Extension is schedule to start once all documents are received Office Manager Passage reported:

1. She received a phone call from Jim Paul regarding Phase Seven of the Riversound Development asking that if he could start a house without the subdivision infrastructures complete. Engineer Horton gave his concerns regarding starting without being compete. The committee directed Superintendent Sutherland and Engineer Horton to reach out to Jim Paul and report back to the committee.

Superintendent Sutherland reported:

1. He reported that at 607 Pine a city tree fell on a garage. He explained that he had marked it to be remove a few days before. He had New View Tree remove the tree and the cost was $3,500.00. Office Manager Passage has submitted a claim to the insurance regarding this incident. The consensus of the Committee was to present the invoice to council for payment.

2. He reported that the lowa Interstate Railroad had approached him regarding closing some railroad crossings in Chillicothe. He stated that he will gather more information and place this on the next public works meeting to discuss.
