City of Chillicothe Public Works Committee met June 19.

The public works committee met on June 19, 2024 at 4:30 p.m. in the council chambers at city hall. Present: Chairman Sharp, Alderperson Semtner, Alderperson Connor
Also present: Mayor Hughes, Superintendent Sutherland, Office Manager Passage,
Absent: Alderperson Bredeman, Engineer Horton
Chairman Sharp called the meeting to order at 4:32 p.m.
Public Comment
None
PURPOSE
High Usage Waivers - Nothing to report
Lien Report - Office Manager Passage reported that one lien will be filed for 1217 Walnut on June 28, 2024, should the amount of $208.98 not be received on or before June 27, 2024.
Discuss Sidewalk Program - Mayor Hughes stated that he was approached regarding increasing the $1,000 limit refunded to the property owner for the sidewalk program. Alderperson Connor stated that she had been approached regarding raising the limit of $1,000.00 limit refunded to the property owner for the sidewalk program due to the escalating cost of materials. The current program states city will pay 80% up to $1,000.00. The consensus of the committee was the program is in place for this year and they will review the request for the 25-26 program cycle.
Alderperson Connor left the meeting at 4:40 p.m.
Sidewalk Program Applications - No applications were received
Rental Equipment - German Bliss - Superintendent Sutherland reported that he would like to rent a tractor with a boom arm from German Bliss for two weeks for a cost of $4,998.00 to do alley brush trimming, Moffitt Park Trails, and other areas within the corporate boundaries. The consensus of the committee was to bring the expense request to the council for approval at the June 24, 2024 Council meeting.
Downtown Striping - Superintendent Sutherland reported that he has addressed T. Whites concerns that were presented at the June 5 public works meeting regarding the downtown striping with T. White.
Project Update - Superintendent Sutherland reported regarding 227 Elm St. stating that he discussed code section 98-112 and 98-113 with the city attorney as instructed at the June 5 public works meeting. The attorney advised he disagrees with the property owner's interpretation of these sections and their argument that the City of Chillicothe is responsible for maintaining and repairing the "courtesy curb stops" located on private property. The committee agreed with the attorney.
