City of El Paso City Council met Aug. 26.

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on August 26, 2024 at 7:00 PM.
Council Members Present: Brucker, Moore, Mool and Ragusa. Late: Howard at 7:02 PM. Absent: Kilpatrick. It was reported the meeting is being recorded.
Present in Person: Director of Public Services Barry Kauther, Treasurer Linda Haas,
Administrative Assistant Sandee Kessinger, Police Chief Joe Montemurro, Clerk David Fever and Recreation Supervisor Colton Scott. Also present: Karen Wilkey, Lisa Hocker, Clinton Barker, Ashley Montemurro, Rene Martinez and Jenny Kearney as the local press.
Also present by Zoom Application: Operations Manager Casey Jones and name on zoom software was Kim.
Pledge of allegiance to the flag was recited.
Approval of Agenda: Motion by Brucker, seconded by Moore to approve the agenda as presented. Voice vote taken of all ayes.
Consent Agenda.
Council Minutes: The minutes of the August 5, 2024, City Council Meeting were presented in written form.
Finance Committee: The minutes of the August 12, 2024, Finance Committee Meeting were presented in written form.
Downtown Business District Hearing: The Minutes of the August 7, 2024, Downtown Business District Hearing were presented in written form.
Register of Bills: The Register of Bills in the amount of $ 137,966.57 as of August 26th was presented.
Treasurer's Report: The Treasurer's report for the month ending July 31, 2024, showing investments, revenue and expenses was presented in written form.
Approval of Consent Agenda: Motion by Moore, seconded by Brucker to approve items on consent agenda. Voice call vote taken of all ayes.
Public Comments: Terry Giosta spoke of his renovation project of the old Elm's
Old Business: None.
New Business:
2025 City Council Meeting Dates: Motion by Brucker, seconded by Howard to approve meeting schedule as amended. Voice vote of all ayes
Proposed Ordinance 1079: Motion by Mool, seconded by Ragusa to approve proposed Ordinance 1079, An Ordinance to amend Part II General Legislation to add a chapter or amend a current chapter to cover recreation vehicle parking. Roll call vote taken of Ayes: Ragusa, Brucker, Moore, Mool and Howard. Nays: None.
Director of Public Service: Report was presented in written form, and he spoke that renovation are being done to Veterans Memorial.
Mayor's Report: The Mayor reported that the BP Location will be changing owners about September 16th and he will be approving a liquor license at that time after a background check and a Gaming application will follow to the Council.
City Council Comments: None
Police Chief Report: The Chief report was given in written form, and he reported that NNO donations were $14,100 and expenses of $14,256. He also spoke of Community Blue and about an ongoing investigation of a stolen car at McGrath's.
Operations Supervisor: Casey's report was given in written form, and he was on Zoom with no questions from council.
Parks and Recreation Report: Colton's report was given in written form and he spoke of the completion of the Fence at Corn Belt Park.
Attorney Stoller was absent.
City Clerk: Clerk reported on April 1, 2025, election dates and requirements to be included on ballot.
Motion by Moore seconded by Mool to adjourn. Voice vote taken of all ayes. The meeting was adjourned at 7:45 PM.
