Village of Beach Park Finance Committee met Sept. 17.

Here are the minutes provided by the committee:

Attendees:  

Trustee Don Jensen – Committee Chair 

Trustee Linda Sittig – Member 

Trustee Regina Miller – Member 

Marc Huber - Administrator 

Pat Spencer – Director of Public Works 

Peggy McHugh – Finance Director 

The meeting was called to order by Chairman Jensen at 6:00 p.m. Peggy McHugh took the roll. 

July 16, 2024 meeting minutes:  

Motion to approve by Trustee Miller, seconded by Trustee Sittig. Minutes approved. 

Monthly Finance Report: 

The committee asked about various line items and discussed the Wadsworth shared services agreement and the timeline for the elevator project at village hall. Following discussion, the committee moved to  the next item on the agenda. 

Audit & Annual Comprehensive Financial Report (ACFR) FY 2024: 

Peggy McHugh stated that the annual audit is complete. There were no findings, and the management  letter consists solely of comments regarding implementation of new reporting requirements set by the  Government Accounting Standards Board or GASB. After discussion, the committee voted in favor of  taking the audit report to the village board for acceptance. The committee approved of having the  auditors provide a cover letter to accompany the audit report this year instead of attending the meeting  in person. The audit report will be presented for acceptance at the board meeting on October 10. 

Non-Home Rule Sales Tax: 

Staff presented the informational item. Marc Huber stated that we can revisit the topic in the future, and if desired, the revenue could be earmarked for the road program, as an option.  

Sewer Disconnect Threshold: 

The committee discussed the current village code surrounding past due sewer bills for sewer-only customers. The committee is in favor of lowering the disconnection threshold to $100.00 from $500.00. This is consistent with the $100.00 threshold for water accounts. Staff will work to clean up the language  in the code and bring the change to the board for consideration.

Adjourn: Trustee Miller made a motion to adjourn, and Trustee Sittig seconded. All approved.  The Finance Committee meeting was adjourned at 6:35 p.m.
