Joint EDC & Finance Committee Meeting Minutes
Present: Chairperson Trish Connor, Alderperson Courtney Gehrig, Jeff Jenkins, Gary Sharp, Chairperson Don White, Mayor Hughes and Economic Development Director Amanda Beadles

Public Comment:
Patrick Semtner and developers Dwyane Siggers & Brent Bolman were in the audience.
Purpose:
City Property RFP-Developer presentation
Chairperson Trish Connor opened the meeting introducing the developers Dwyane Siggers and Brent Bolman. Director Beadles presented the information regarding the RFP for the property behind City Hall then the floor was opened for the developers to discuss their project.
The developers handed out copies of the RFP and discussed their proposed project. They stated these were preliminary plans from their architect and expressed their architect had used city building codes to create.
Chairperson Connor stated there was still interest in the property from the City as the City Hall project has not been fully vetted. Alderperson Don White reported on the background of the City Hall project.
The committee reviewed the plans. Alderperson White requested additional information on the RFP plans in which the developers answered his questions. The committee asked if the housing units would be rented or sold and asked the pricing for both. The developers gave some pricing options and said it was too early in the process to know exact figures.
The committee asked if the developers if they had any samples of similar work. They listed 105 Cherry Street and 104 Willow Street in Normal.
Alderperson Connor asked if there were any other questions and comments for the developers. None were stated.
Director Beadles recapped the advantages and disadvantages for the RFP proposal as discussed in the meeting.
The committee tasked Director Beadles to check with City Attorney regarding selling land that was formerly in a TIF and to check with Office Manager Passage on the remaining TIF projects yet to be closed out to estimate a time of completion.
Director Beadles requested next steps. Alderperson White stated the decision on City hall may be finalized in two months. After that time if the lots were released the committees would meet in closed session to discuss a price and the developers would be notified.
