City of Chillicothe Judicial Committee met Sept. 25.

Here are the minutes provided by the committee:

The Judicial Committee met on September 25, 2024 at 4:30 p.m., in the council chambers at City Hall. 

Present: Chairman D. White, Alderperson Sharp, Alderperson Bredeman 

Also Present: Attorney Day, Office Manager Passage 

Chairman D. White called the meeting to order at 4:30 p.m. 

PUBLIC COMMENT 

Connie Schrock 4508 E. Lakeland Ln- She stated that she would like to open a business in Northtown and have it family orientated and affordable. She would like a Class "D" License with gaming. 

Jamie Schrock 4508 E. Lakeland Ln - She stated that the business would allow families to come together and the business would have a full kitchen. 

PURPOSE 

Chairman D. White recommended that we move agenda item - Request Class "D" Liquor License - Northtown Grill to the front of the meeting. The consensus of the committee was to discuss said agenda time first. 

Request - Class "D" Liquor License - Northtown Grill 

Chairman D. White advised that Connie Schrock has submitted an application for a class "D" liquor license and a gaming license to open a restaurant at 1734 Santa Fe. Chairman D. White explained currently there are no liquor licenses available. There is a gaming license available. A discussion was held regarding amending the code to add a class "D" liquor license. The consensus of the committee was to have Attorney Day prepare an ordinance amending the code to add a class "D" liquor license and present the ordinance for approval at the October 14 council meeting. 

Model Ordinance - Regulating Public Camping- 

Attorney Day reviewed the ordinance regulating public camping. The consensus of the committee was to present the ordinance for approval at the October 14 council meeting. 

Residential EV Charging Stations - Establish Fee - Regulation 

A discussion was held regarding how EV charging stations would affect the number of parking spaces needed for an establishment, location, and signage. Also discussed was a fee for applying for EV Charging Stations. Chairman D. White recommended that one fee be set which would include the building permit and electrical permit, with a range of EV charging stations. (i.e. 1-5 EV Charging stations $450.00. 6-10 $900.00). After discussion, the consensus of the committee was to have Attorney Day draft an ordinance and bring back to committee for review. 

Amend Code - Chapter 38 Article IV Water Wells - 

Office Manager Passage advised the committee that Chapter 38, Article IV water wells, section 93 Wellhead of the City needs to be amended to add the new well #9 information. She advised that she checked with Superintendent Sutherland regarding any other changes that would be needed and he stated that he reviewed the Chapter and there are no other changes. 

The consensus of the committee was to have the city attorney draft an ordinance amending said section to add well #9 information and present the ordinance at the October 14 council meeting. 

Review - Code - Number of Liquor Licenses - 

This was discussed during the discussion regarding adding a Class "D" license 

Review - Code - Number of Gaming Licenses 

A discussion was held regarding lowering the number of gaming licenses, however; with the recent request from Connie Schrock, the consensus of the committee was to make no changes to the number of gaming licenses. 

Review - Short Term Rental Process 

Office Manager Passage gave an overview of the process per the code requirement along with a registration form for short term rental. A discussion was held regarding how short-term rentals would impact the Hotel Motel Tax form. After discussion the consensus of the committee was to have Chairman D. White discuss the completion of the Hotel Motel Tax form with Economic Development Director Beadles. 

OLD BUSINESS 

Chairman D. White advised that a requirement upon passing building codes was to contact the Capital Improvement Board regarding the city passing new building codes and requested that Attorney Day make that contact.
