City of Lewistown City Council met Oct. 8.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Pastor Walmsley

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, and City Treasurer Debby Brown.

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Spotloe made a motion to approve the minutes of September 24, 2024, second by Alderperson Clark, the motion carried all ayes.

Report- Downtown Christmas and Spook Trail meeting is combined this time and will take place October 14 at 6:30 at the Visitor's Center.

TREASURER'S REPORT: Debbie Brown. Report is all.

ATTORNEY'S REPORT: Attorney Nathan Collins. Absent

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: Sheila from G-Spot wants to put a cap on the poker machines and liquor licenses. There are 38 in town right now. The liquor committee will have to have a meeting to discuss this before putting on the agenda. Alderperson Levingston asked if what she means is she does not want any more business in town. She wants businesses just not ones that have poker machines.

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Finance meeting scheduled for the 21st at 11:00.

Sewer - Alderperson Spotloe: Vac truck still in shop. October 21 and 22 there will be sewer work on West Ave E and South Madison.

Streets & Allies -- Alderperson Levingston: Nothing to report. Sally Clark had someone ask if city putting yellow tape around basement where house burnt. Alderperson Levingston says it is not the city responsibility to put yellow tape around the property.

Police/ESDA-- Alderperson Ward: Nothing to report.

Water- Alderperson Miller: Nothing at this time.

Utilities/Publications - Alderperson Long: Nothing to report.

Public Buildings & Grounds - Alderperson Long:

Tourism -- Alderman Miller: Scenic Drive last weekend and next weekend. Record numbers set last weekend. Bands both days this coming weekend and the witches dance.

Tax Increment Financing - Alderperson Spotloe: Nothing to report.

Citizens Committee - Amanda Sutphen nothing.

Christmas Committee - Kenny Haacke absent.

Economic Development Committee - Erin Ahart absent. Alderperson Spotloe wants to talk to Casey's regarding keeping North Casey's open.

WORKS DIRECTOR'S REPORT - Evinn Palmer Director absent.

UNFINISHED BUSINESS:

NEW BUSINESS:

1. Discuss/Act Upon Snedeker Risk Management Insurance Renewal - Renewal amount $109,092.00. Motion by Alderperson Spotloe to approve the insurance renewal with Snedeker Risk Management Insurance Company, second by Alderperson Miller, roll call vote, motion carried all ayes.

PRESENTATION OF BILLS:

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Long roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Ward made a motion to adjourn at 6:54 p.m.; second by Alderperson Long, motion carried all ayes.
