City of Chillicothe Public Works Committee met Feb. 19.

Here are the minutes provided by the committee:

The public works committee met on February 19, 2025 at 4:30 p.m. in the council chambers at city hall.

Present in Person: Chairman Sharp, Alderperson Bredeman, Alderperson Semtner, Mayor Hughes Also present In Person: Superintendent Sutherland, Office Manager Passage, Engineer Horton

Chairman Sharp called the meeting to order at 4:30 p.m.

Public Comment

None

Purpose

Sewer - 1335 Fifth

Office Manager Passage advised the committee that Kay Gladson, property owner of 1335 Fifth had advised her that she would be unable to attend tonight's meeting. A discussion was held regarding contractors cleaning sewers without contacting the city. Chairman Sharp explained that he believes that the contractor that cleaned the sewer at 1335 Fifth may have pushed the blockage into our main. Superintendent Sutherland explained how the contractor cleaned the sewer at 1335 Fifth and explained that the cleaning companies are not contacting the city before they clean the sewers. He recommended that something be placed on the website advising citizens that the city will not reimburse any cleanings unless the city is contact first. Office Manager Passage suggested that a policy or an ordinance may be necessary so that we have something written to enforce. She recommended that the superintendent contact the city attorney to see if we have the authority and if a policy or ordinance would be necessary. The consensus of the committee was to place the topic of creating a policy or ordinance on the agenda to refer it to the city attorney. A discussion was held regarding the reimbursement to Ms. Gladson. Chairman Sharp opposed the reimbursement and Alderperson Semtner and Bredeman were in favor. Since the consensus was in favor for reimbursement the invoice for reimbursement will be included in the bills for approval at the February 24 council meeting.

Purchase Refurbished Motor - Cutright Pump House

Superintendent Sutherland reported that the pump motor at the Cutright Pump house needs to be replaced. He stated that a new motor was over $20,000 however; a refurbished motor would cost $4,800 and labor would cost $1,160.00 for a total of $5,960.00 from Armature Motor & Pump Company. He recommended the refurbished motor payable from the Water/Sewer Fund. The consensus of the committee was to seek approval for the expense at the February 24, 2025 council meeting. Superintendent Sutherland reported that the pump motor at Wilmot pump house needs to be replaced. He stated that this motor must be a new motor. The cost is $4,899.30 for the motor and $1,160.00 for the labor. Total cost is $6,059.30 from Armature Motor & Pump Company. He advised that is would be paid from ARPA funds. The consensus of the committee was to seek approval for the expense at the February 24, 2025 council meeting.

Project Update

Engineer Horton gave the following updates:

Grant Opportunity - He reported that at the Tri County meeting they announced a grant opportunity to submit projects that were previously submitted. He stated that one option was to submit the overlay of Bradley Avenue from Sycamore to Cloverdale. The project cost to the city would be 20% of the project plus engineering fees. Estimated cost to the city is $18,720.00 construction and $10,000 engineering. Money would have to be added to the 25-26 budget to cover the projected cost.

The other project to submit was to submit for reimbursement of the city's share of the current Cloverdale road project which was 20%. The consensus of the committee was to have Engineer Horton submit the two projects and take to council for approval and to have the office manager add the estimated cost to the 25-26 budget.
