City of Chillicothe Public Works Committee met March 5.

Here are the minutes provided by the committee:

The public works committee met on March 5, 2025 at 4:30 p.m. in the council chambers at city hall.

Present in Person: Chairman Sharp, Alderperson Bredeman, Alderperson Semtner, Mayor Hughes Also present In Person: Superintendent Sutherland, Office Manager Passage, Engineer Horton

Chairman Sharp called the meeting to order at 4:30 p.m.

Office Manager Passage stated that Superintendent Sutherland advised that he was talking with the city attorney regarding the Sewer Cleaning Policy/Ordinance and would be late to the meeting.

Purpose

Budget 24-25

Office Manager Passage reported the following budget percentages for the Month of February. Expense line item should be at 83.30%

Road & Bridge 38.73%

Water 60.80%

Sewer 65.99%

Motor Fuel 26.65%

High Usage Waivers

No high usage waivers were presented.

Lien Report

No liens were reported.

Invoice Fehr Graham - Cloverdale PPUATS

Office Manager Passage advised the committee that she has received an invoice from Fehr Graham for the Cloverdale Resurfacing in the amount of $4,000.50. The estimated engineering cost for this project is $59,900.00. The city has made two payments totaling $17,822.00. Should the payment of $4,000.50 be approved the balance remaining would be $38,077.50. The consensus of the committee was to submit this payment for approval at the March 10 council meeting.

Commercial Draining of Fish - Riverfront Property

Office Manager Passage reported that from the minutes of the Public safety committee meeting on February 4, the topic of Commercial Draining of Fish - Riverfront Property was discussed and referred to the Public works committee for direction on signage to address this issue. Mayor Hughes explained that large trucks are parking at the dock area and loading/draining the fish, which is causing an odor and blocking the area. He believes this area is not made for commercial fishing and should not be allowed. A discussion was held regarding prohibiting this activity. After discussion it was the consensus of the committee to have Alderperson Semtner discuss this with Attorney Day to determine the extent of the ordinance needed and report back at the next public works committee meeting.

Joint Participation Agreement - Salt - Authority to Sign

Office Manager Passage advised the committee that through the joint participation program with the State of Illinois the city purchases rock salt and it is time to purchase salt for 25-26. Therefore, she advised that Superintendent Sutherland recommended that the rock salt agreement and certificate of authority to purchase be placed on the council agenda for approval. It was the consensus of the committee to place the rock salt agreement and certificate of authority on the council agenda March 10 to seek approval.

Project Update

Engineer Horton gave the following updates:

Cloverdale Resurfacing - IDOT has the plans for review. It is scheduled to have this on the States June bid letting.

Bradley Drainage - He presented a copy of the signed bid documents to be placed in the Clerk's office. Excavation of the drainage area should start next week weather permitting.

Cloverdale inlets - He advised that there are four inlets on Cloverdale that will need to be repaired before milling and overlaying can begin. Superintendent Sutherland is working on obtaining a cost from Engbrecht Concrete.

Riversound Phase 7 - He advised that a curb was broken in Riversound Phase 7 by a contractor. Austin Engineering has been advised that it will need to be repaired before the subdivision is accepted. He reported that the letter of credit should not be lowered at this time.

Superintendent Sutherland entered the meeting.

Superintendent Sutherland gave the following updates:

Water Main Repair - the Water Main that was repaired in front of Krogers was using approximately 3 million gallons of water a month.

Wilmot Well - He is having the well pulled for inspection.

Sewer Cleaning Policy/Ordinance

Superintendent Sutherland presented a draft ordinance from the attorney. See attached Superintendent Sutherland explained the main essence of the ordinance is to add language to the city code to make it a requirement for a property owner to contact the city first when they are experiencing sewer problems. Alderperson Semtner questioned if the consequences should be placed in the ordinance if they do not contact the city first. Superintendent Sutherland explained that he just received this ordinance and requested that the committee review the ordinance and provide him with any suggestions or changes and he will discuss them with the attorney and bring this back to the next public works committee.
