Former doctor receives five-year sentence for unauthorized videotaping

Henry Chang, a former neurosurgery resident in Peoria, Illinois, has been sentenced to five years in prison for unauthorized videotaping. The sentencing follows an incident in August 2023 when Chang installed a video camera in an employee bathroom at a local hospital. The camera was discovered by a female employee after it fell from its hiding place.

During the sentencing hearing, several victims of Chang's actions were present and shared their experiences with the court. Many expressed feelings of violated privacy and trust, describing how their workplace no longer feels safe. One victim stated that "harm was done in ways that words cannot describe."

Assistant State’s Attorney Dave Gast advocated for the maximum sentence of six years, emphasizing the betrayal of trust demonstrated by Chang's actions. He quoted a victim's letter: “Character is defined by what you do when no one is looking.” Gast highlighted that over 50 individuals were recorded during vulnerable moments and asserted that "these people deserve justice."

Chief Judge Katherine Gorman condemned Chang’s actions as "reprehensible," noting the repeated nature of his offenses: “You did it 56 times.” Despite this, she acknowledged Chang's efforts toward rehabilitation through therapy and recovery meetings. Consequently, she sentenced him to 2.5 years for each count to be served consecutively, totaling five years in prison.
