City of Marquette Heights City Council met Oct. 13.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Little.

ROLL CALL

Aldermen present for Roll Call: Alderman Neuhaus, Crum, Babb, Joos, Neumann, and Sipes.

Also present were Clerk Steele, Treasurer Worent, Attorney Herman, Water Superintendent Smith, Street Superintendent Helms, and Building Inspector Dearborn, and Office Manager Johnson.

Absent: Fire Chief Hermacinski

REPORTS OF CITY OFFICIALS

Mayor

North Pekin equipment agreement has not been returned for review.

Wednesday, Mayor association meeting.

Clerk

Zoning meeting will be on October 27th

Lisa Warren, 107 Dillon – pool concern resolved, thanked Mr. Dearborn

Kristine Hasty- Parent Club- Tiger Trot Race- April 18, 2026

Chris Wilson - Pigeons - No regulations or restrictions, according to the attorney. The council may choose to regulate at a later date.

Hiedi DeFrance- M.H.R.A. fundraising discussion for Diamond infrastructure grant.

Guard rail repaired, Lincoln storm drain complete, discussion regarding Kickapoo blacktop, Kelly door to begin soon, and mulched playgrounds

Public Buildings / Parks – Alderman Sipes

Discussed park updates/repairs that are needed. Meeting with Ameren on October 15th regarding energy efficiency. Replacement of boards on steps needs to be held off until Spring, request to Men’s club for ADA picnic table

Fire – Alderman Joos

M.H.F.D 25 radio up and running

Ceiling fans needs replaced

Burn Ban lifited

Meeting with Ameren regarding energy efficiency on October 15th

Planning – Alderman Crum

Met with developers for the Lewis Rd./Lincoln

Meeting with farmer on October 17th

Requested executive session for setting the price of sale/ lease of property

Old Business

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Crum to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.

Approve the regular Council Meeting Minutes of September 22, 2025

Approve the Committee Meeting Minutes of October 6, 2025

Approve October 6, 2025, Executive Council Meeting Minutes.

Approve Bi-Monthly expenditures in the sum of: $119,975.41

Motion to approve Mauer Stutz engineering for PFAS in the amount of $20,000.00 Alderman Neuhaus 51-00-1146 Roll Call Vote: All Ayes, Motion passed.

Motion to approve listing the Kodiak for sale under a bid process. Alderman Neuhaus $8500.00 Minimum Sale (Plow and Fittings), Close bid by November 24, 2025 Roll Call Vote: All Ayes, Motion passed.

Motion to approve listing the Street Sweeper for sale under a bid process. Alderman Neumann Best Offer, Close bid by November 24, 2005 Roll Call Vote: All Ayes, Motion passed.

Motion to approve listing the Generator for sale under a bid process. Alderman Neuhaus Best Offer, Close bid by November 24, 2005 Roll Call Vote: All Ayes, Motion passed.

Motion to approve repairs to 19-1 at MB Automotive not to exceed $2,200.00. Alderman Babb 01-21-5130 Not to exceed $2385.00 Roll Call Vote: All Ayes, Motion passed.

Council exited Regular Session at 7:39 and entered Executive Session at 7:40p.m.

Council resumed Regular Session at 9:13p.m.

ADJOURNMENT

Alderman Neumann made a motion, seconded by Alderman Joos, to adjourn the regular City Council Meeting at 9:19 p.m. Roll Call Vote: All Ayes. Motion passed.
