Village of Bellevue Board of Trustees met Oct. 14.
Here are the minutes provided by the board:
After calling the meeting to order, the Pledge of Allegiance was recited, and the roll was called. The following members were recorded as present: Wiseman, Mullens, Cooper, Wight, Eichhorn, Lannert (arrived @ 6:04)– 6.
CONSENT AGENDA
A. Approval of Regular Session Minutes – September 23, 2025
B. Approval of Bills
C. IML Risk Management Association (RMA) Annual Premium
Trustee Eichhorn moved to approve the Consent Agenda as presented. The motion was seconded by Trustee Wight and approved with the following roll call vote:
Yes: Wiseman, Mullens, Cooper, Wight, Eichhorn – 5.
No: None - 0
Absent: Lannert - 1
Abstain: None - 0
PUBLIC COMMENTS
Fred Block stated that he is the business owner for Globe Auto Supply. He informed the Board members that he is concerned about the Harmon Highway bridge closing during 2026 and the impact that it will have on his business. He asked for updates as the Village of Bellevue receives information from the State of Illinois.
William Mullens informed the Board members that an individual riding a dirt bike went through the stop sign at Main St. and Closen Rd.
A resident stated that she is having issues with a neighbor’s trash along the fence.
ACTION ITEMS
A. Mayor Pesch stated that this item would be tabled. Attorney Alster explained the options to Board members regarding no solicitation within the Village of Bellevue. There was Board discussion.

REPORTS

B. Zoning
1. Zoning Report - Mr. Sullivan provided a report to each Board member.
2. Limestone Fire Department – Mr. Sullivan informed the Board members that he met with the Limestone Fire Chief with Mayor Pesch. Concerns were addressed. Mayor Pesch explained that the lines of communication will help the Village of Bellevue. Mayor Pesch said that he appreciates the work that is being done by Mr. Sullivan.
3. Shar Inn – Mr. Sullivan stated that he is working with Peoria County regarding the property. The taxes are delinquent on the property. Once the Village of Bellevue gets possession, there is a possibility of grants for economic development.
4. Economic Development – Mr. Sullivan informed the Board members that he is setting up a meeting with Mayor Pesch and the Peoria County Economic Development. Our goal is to attract new business within the Village of Bellevue which will help Bellevue.

A. Harmon Highway Property – Mayor Pesch informed the Board members that Clay Dobelstein is present to discuss the potential sale of his property on Harmon Highway. Mr. Dobelstein stated that he is selling his property next to Darcy’s to individuals wanting to open a liquor store. The sale is contingent on them getting a liquor license in the Village of Bellevue. Mr. Sullivan stated that he hoped the Board would agree that the building needs to be fixed. The structure needs to be repaired. There was Board discussion and a request to see a list of the current businesses from the potential buyer. Mayor Pesch stated that the buyer is wanting a package liquor license only, no gaming license.

1. Closen Rd. Home – Trustee Wight stated that there are issues with the corner house on Closen Rd. An officer was present the other night, but no arrest was made. A dog was stabbed and injured by the resident. There was Board discussion regarding possible ordinance violations.

1. Trailers – Trustee Lannert inquired about the home with the trailers. Mayor Pesch stated that Attorney Alster has sent the letter. The individuals are running a business out of the home. Mr. Sullivan stated that the trailers and truck are gone.

Trustee Wight made a motion to move into Executive Session. The motion was seconded by Trustee Lannert and approved with the following roll call vote:

Mayor Pesch called the regular meeting to order, and the roll was called. The following members were recorded as present: Wiseman, Mullens, Cooper, Wight, Eichhorn, Lannert – 6.
ADJOURNMENT
Trustee Lannert moved to adjourn the meeting. The motion was seconded by Trustee Wight and approved by a voice vote of all present Trustees.
