A. Consideration and possible approval of a recommendation of the Zoning Board from November 13th , 2025, to approve installing an electronic message board and for an area variance request for Vince Savers who is requesting for the Veterans of Foreign War #6026 (VFW) for property located at 99 West Main Street in The City of El Paso, County of Woodford, Illinois. The request is to receive an area variance to install an electronic message board under 100 feet from a residential zoning district. Under Chapter 243 Signs section J (6) electronic message board is not located within 100 feet of any residential zoning district. 

B. Consideration and possible approval of a recommendation of the Finance Committee to approve a loan for a startup business at 101 Delaney Drive. 

C. Discussion and possible approval of the City of El Paso to donate to the Community Well at 560 W. Clay Street in El Paso.
