Village of Princeville Board met Jan. 17.

Here is the minutes as provided by the Board:

The Princeville Village Board met on the above date and time at the Village Hall. President Stahl called the meeting to order with the following Trustees answering present: Sutherland, Troutman, Gilroy, Haley and Geiger. Trustee Koller was absent. A quorum was present for the meeting. Notice of the meeting and the agenda were sent and received in a timely manner. Also present was Superintendent of Public Works, Gardner.

Police Report: No report.

PCA Report: Julie Delbridge reported that the Holiday Homecoming went well. The Lion’s Santa Breakfast had a good turnout. The Wish Tree provided 43 kids including 15 families with Christmas gifts and food. The United Christian Women’s Group is helping with that project. Heritage Days will be June 22-25. The PCA is looking for a Treasurer.

Committee Reports: There were no committee reports. The Pool Committee will meet on January 30 at 7 pm to discuss the 2017 pool season.

Consider & vote on a donation to Princeville Phlash Girls 14UTravel Fast Pitch Softball: A letter from the group with the coach being present, asked for a donation to the team. Motion made by Trustee Troutman and seconded by Trustee Sutherland to donate $500 to the Princeville Phlash Girls 14U Travel Fast Pitch Softball team. President Stahl roll call vote. Trustees Sutherland, Troutman, Gilroy, Haley and Geiger voting aye. Trustee Koller absent . No nays. Motion carried.

Consider & vote to approve engagement letter with Gorenz & Associates, Ltd. for audit of financial statements of governmental activities fiscal year 2016-17. Motion made by Trustee Sutherland and seconded by Trustee Gilroy to retain Gorenz and Associates, Ltd. for our annual audit of fiscal year 2016-17. President Stahl voice vote. All ayes. Trustee Koller absent. No nays. Motion carried.

Building Permits: Ryan Menold, 1409 N. Town Avenue – demolition of house

Report from the Superintendent of Public Works: Ten Christmas decorations have been purchased at the cost of approximately $4,300. Mark has been replacing signs and will be working on pot holes around the Village. Chad has been making a list of budget items. One will be a water line replacement on South Cottage Grove Avenue running from South Street to the viaduct. Russ will be having surgery in February and will be off work for several weeks. Chad is looking at zoning fees and sewer rates with probable increases. Fire extinguishers have been recharged. The Princeville High School Girls Softball State 2 nd Place Finish signs have been put on sign posts entering the Village. The last several months the Village has had several Freedom of Information requests. Prior to that, FOIA requests were just a few over many years. These requests mean extra work for employees and an increase in legal fees. Some procedures haven’t been followed correctly, so improvements need to be made. Sue Hofer the Freedom of Information Act Officer will take the FOIA course yearly and board members will take the course once. Rules need to be followed strictly as non-compliance can be turned into the Attorney General’s office with possible penalties and more legal expense.

Motion made by Trustee Sutherland and seconded by Trustee Haley to recess the regular session meeting at 7:54 pm. President Stahl voice vote. All ayes. Trustee Koller absent. No nays. Motion carried.

Executive Session: To consider the appointment, employment, compensation, discipline, performance or dismissal of a specific employee of the Village. Motion made by Trustee Troutman and seconded by Trustee Haley to go into Executive Session at 7:59 pm. President Stahl voice vote. All ayes. Trustee Koller absent. No nays. Motion carried. President Stahl, Trustees Sutherland, Troutman, Gilroy, Haley and Geiger answering present. Trustee Koller absent.

Motion made by Trustee Sutherland and seconded by Trustee Troutman to move back into Regular Session at 8:19 pm. President Stahl voice vote. All ayes. Trustee Koller absent. No nays. Motion carried. President Stahl, Trustees Sutherland, Troutman, Gilroy, Haley and Geiger answering present. Trustee Koller absent.

Any other action that needs to be taken regarding Executive Session: Motion made by Trustee Sutherland and seconded by Trustee Gilroy to accept the resignation of Justin Gardner effective January 12, 2017. President Stahl voice vote. All ayes. Trustee Koller absent. No nays. Motion carried.

Motion made by Trustee Gilroy and seconded by Trustee Haley to move Mark Copeland from part-time employee to full-time employee with a wage of $16 per hour and a full benefit package including 100% health insurance coverage and other benefits. Mark will have to become a resident of the Village within six months. President Stahl roll call vote. Trustees Sutherland, Troutman, Gilroy, Haley voting aye. Trustee Koller absent. No nays. Motion carried.

Any other business to be brought before the board: Dan Heinz has purchased property for development at the Blanchard Subdivision. There is an abandoned alley west of Blanchard Street. After discussion, the Board

recommended to have President Stahl talk with our attorney about drawing up an ordinance to abandon the alley west of Edwards Avenue.

There have been requests for additions to the Veteran’s Monument at Stevens Square. An ad will be placed in the local papers offering name additions to the monument for veterans in the Princeville area at a cost of $25.00.

Adjournment: Trustee Troutman made a motion to adjourn at 8:35 pm, second by Trustee Haley. President Stahl, voice vote. All ayes. Trustee Koller absent. No nays. Motion carried.
