Brimfield Board of Trustees met April 3.

The Village of Brimfield Board of Trustees meeting was called to order on Monday April 3, 2017, at 7:00 pm by President Fishel with roll call attendance: A. Porter-present, Meinders-present, Gilles-absent, Arbogast-present, Dye-present, and B. Porter-absent. Attorney Johnson, Superintendent Challacombe and Clerk Johnson were also present.
The minutes of the March 6, 2017 regular meeting were presented for approval Meinders made the motion Arbogast seconded the motion carried 4 to 0.
The March 2017 Treasurer’s Report was presented for filing A. Porter made the motion seconded by Meinders to approve the treasurer’s report. Motion carried 4 to 0.
The March 2017 bills were presented for payment with a motion by Dye seconded by Arbogast. Roll call vote: A. Porter-yes, Meinders-yes, Arbogast-yes, Dye-yes, Motion carried 4 to 0.
Old Business- none
New Business-Ordinance 2017-3 amends the ordinance that addresses the “waste hauler” for the Village, at this time the company is listed in the Ordinance. The amendment will not specify the company doing the garbage pickup. Dye made the motion seconded by Meinders; roll call vote: A. Porter-yes Meinders-yes, Arbogast-yes, Dye-yes, motion carries 4 to 0.
A request for stop signs at the corner of East Illinois Street and North Jackson Street was requested by the resident who lives at that intersection. Traffic traveling south on Jackson Street enters town at a high rate of speed, this being a narrow intersection also causes issues. There was much discussion and it was decided that the area includes township roads and their approval would be needed for all proper signage. A letter will be sent to the resident requesting the stop signs stating that we are moving forward once approval with the township has been received.
There is some parking issues at the Village Park regarding parking. A culvert will be placed at the entrance of the grass parking area to allow for better access. This will be done. Trustee A. Porter has had some correspondence with teams/coaches and she will update them on the culvert installation. They will be asked to refrain from parking on other areas of the grass that are not designated for parking and driving over sidewalks. Work that has been done at the diamond by the teams has been documented.
The flooring in the entry areas and backroom at the village hall will be replaced by village employees.
Superintendent Challacombe updated the Board on the new engineers and the work they have been doing regarding mapping, upcoming road work and a possible sewer extension. Two areas of road maintenance this year are Grace Street and Brimfield Jubilee Road.
President Fishel noted that the Brimfield High School “Hands” team will paint the new building. Trustee Dye stated the Brimfield Hardware will donate the needed paint.
Meinders made the motion seconded by A. Porter to approve the compliance hearings with shut offs as needed, motion carried 4 to 0.
At this time President Fishel asked for a motion to enter into executive session to discuss pending litigation citing (5ILCS 120/2©11).Dye made the motion seconded by Meinders to enter into executive session. Roll call vote: A. Porter-yes, Meinders-yes, Arbogast-yes, and Dye-yes. Motion approved 4 to 0. It was noted that after returning to regular session there would be no other business discussed or action taken.
The Board returned to regular session at this time.
Having no further business President Fishel asked for a motion to adjourn Arbogast made the motion seconded by A. Porter motion carried meeting adjourned at 7:36 pm.
