City of Chillicothe Public Works Committee met June 21.

The public works committee met on June 21, 2017, at 4:30 p.m. in the council chambers at City Hall.
Present: Chairman Gould, Alderman Hughes, Alderman Sharp, Mayor White, Superintendent
Sutherland, Office Manager Passage
Chairman Gould called the meeting to order.
Office Manager Passage announced there were no sidewalk applications submitted.
Office Manager Passage stated she received one High Usage waiver request from Richard E. Witte, 648 Truitt. Superintendent Sutherland investigated and verified that the lead was due to a leak at the water heater and the water did not go through the system. Office Manager Passage stated the amount to be waived would be $8.22 of the $32.73 water/sewer charge. The consensus of the committee was to grant the waiver.
Office Manager Passage advised the committee that should to the State of Illinois not passing a budget, the City of Chillicothe would not receive the monthly Motor Fuel Tax Allotment, starting in July. Spending will need to be monitored and possibly General Fund money would have to be used and repaid when funds are received. She stated that she has also advised the Finance Committee of the situation.
Mayor White stated that Alderman Gould, Superintendent Sutherland and himself viewed the property that David Kelone has for sale on Moffitt Street. He said that their consensus was to not move forward with the potential purchase of said property and recommended that the city advise Mr. Kelone that, at this time, the city is not interested in the property he has for sale on Moffitt Street. Mayor White suggested that he get with Chairman Gould and Superintendent Sutherland and determine the need of public works and look at the existing facility location for possible expansion and any other options available. Alderman Sharp stated that he would like the city to look at the current facility for expansion and improvement.
City Engineer Coulter presented the project update list. He said that he is working with the Sycamore Trail group regarding phase three and it is close to being completed. He said due to the possibility of not receiving funding for the Motor Fuel Tax Fund, he will hold the spray patching quote and crack sealing project until July.
Office Manager Passage stated that the water/sewer fund balance is at $25,833.16 and projections show that a rate increase needs to be considered. She recommended that a joint meeting be called between the Finance Committee and the Public Works Committee to discuss. The joint meeting could be held on July 5 the normal public works meeting date.
Alderman Hughes advised the committee that with the latest rain the intersection of Hushaw and Elm has gotten worse. City Engineer stated that he will bring some preliminary plans to the next public works meeting.
