Peoria County Operations Committee met May 22.

Here is the minutes provided by the Committee:

Members Present: Thomas O'Neill - Chairman; Gregory Adamson, Rachael Parker, Barry Robinson, Paul Rosenbohm (via teleconference), William Watkins, Jr.

Members Absent: Steven Rieker

Others Present: Scott Sorrel - County Administrator; Shauna Musselman - Assistant County Administrator; Larry Evans - State's Attorney's Office; Andrew Rand - County Board Chairman; Eric Dubrowski - Chief Financial Officer; Angela Loftus - County Administration; Gretchen Pearsall - Dir. of Strategic Communications; Mark Little - Chief Information Officer; Dan O'Connell - Facilities; Doug Gaa - Sheriff's Office

Call to Order

Chairman O'Neill called the meeting to order at 2:00 p.m.

A motion to allow the participation of Mr. Rosenbohm via teleconference was made by Ms. Parker and seconded by Mr. Robinson. The motion carried.

Approval of Minutes

A motion to approve the executive session minutes of November 28, 2016 and regular session minutes of April 24, 2017 was made by Mr. Watkins and seconded by Mr. Robinson. The motion carried.

Informational

• New Hire

Mr. Sorrel advised that the report encompasses activity between February 1, 2017 and April 30, 2017. He stated that the report details 403 occupied positions and 140 vacant positions. He added that 93 of those vacant positions are funded. He further broke down positions within the General Fund, advising that of the offices that report to the County Administrator, 10 positions are occupied and 10.4 vacant, with 3 of those vacant positions funded. He stated that within the Elected Officials offices, 206 positions are occupied and 57.75 vacant, with 27.25 of those being funded.

Quasi-independent positions in the General Fund (Election Commission) total 2, with 1 position being vacant and unfunded.

Resolution

• Settlement of Insurance Claim for 2015 Water Damage

A motion to approve was made by Ms. Parker and seconded by Mr. Robinson. Mr. Little advised the County and the insurance company have come to an agreement on the insurance settlement for the February 14, 2015 water damage to several courtrooms. He stated that the insurance company has offered $1,150,000.00 in settlement of the claim. He added that the total cost to the County came to $1,205,992.48. He noted that the difference of $55,992.48 is due to an upgrade in technology with the courtrooms. The motion carried, with Mr. Rosenbohm voting aye via teleconference.

Miscellaneous

Mr. Rand noted that in ensuing discussions of the 2015 water damage, some thought was given to whether a flow control alarm could detect water issues and asked if further consideration had been given to the feasibility of this option. Mr. Sorrel stated that there was conversation regarding opportunities through the system to either provide advanced detection or to provide better predictive maintenance which would have enabled catching the failure of the sensor that was controlling the opening and closing of the cold air duct.

Mr. O'Connell advised that steps have been taken to correct the equipment that failed; however, staff is still in the process of investigating how to set a threshold limit on water flow before an alert would be sounded. He added that any process would be difficult and quite expensive.
