Village of Peoria Heights Board of Trustees met September 26.

Here is the minutes provided by the Board:

The meeting was called to order at 6:02 pm.

Everyone stood for the Pledge to the Flag.

Upon roll call, the following Trustees were present: Harn, Goett, Dan Mariscal, Diane Mariscal, and Carter. Trustee Reichert was absent. Others present include: Mayor Phelan, Administrator Fick, Chief Sutton, Director Fick, Clerk Gauf, and Council Tibbs.

The minutes from the Departmental meeting on September 5, 2017 were approved as written with a motion by Trustee Goett and seconded by Trustee Dan Mariscal.

There were no comments from the audience.

Old Business: No old business was discussed.

New Business:

• Police: Trustee Carter mentioned that the Code Enforcement Update was not available as it was not due until Oct. 3rd. Chief Sutton requested that the Consolidation with Bartonville needed to be discussed soon.

• Public Works: Trustee Harn made a motion to approve the Site Plan at 4450 N Prospect Rd (Heritage Square) that had been recommended by the Zoning Board of Appeals. Trustee Goett seconded the motion. After discussion on the motion, Council Tibbs recommended that the motion be amended as follows: “Motion to approve the Site Plan submitted by Kevin Shields and wave any and all procedural and substantive deficiencies related to the site plan utilizing the Home Rule powers of the Village”. Trustee Harn made a motion to approve the motion as amended, Trustee Goett seconded the motion and it passed with a 5-0 vote. Trustee Reichert was absent. Director Smith gave an update on the Meter Replacement program (85% complete), the water tower painting project, and seal coating projects. He also mentioned that lighting in the Pabst parking lot needed to be addressed for safety reasons and that work on Wiley Haynes Park was complete except for lighting that needed to be added. He mentioned that he got a quote for the Wiley Haynes Park lighting in the amount of $6,335.00.

Mayor Phelan left the meeting at 6:49pm

Other: Administrator Fick discussed Ordinance 2017-1524 (an Ordinance Amending Title 2, Chapter 3 of the Village Code of Peoria Heights) for the Purpose of Increasing the Membership of the Business Development District (BDD) Advisory Committee. He mentioned that there was increased interest in joining the BDD and the amendment would allow for the additional members. Trustee Goett made a motion to approve Ordinance 2017-1524 (amending the membership to include the additional persons), Trustee Carter seconded the motion and it passed with a 5-0 vote.

Meeting was adjourned at 6:55 pm with a motion from Trustee Goett and a second by Trustee Diane Mariscal.
