West Peoria City Council met October 10.

Here is the minutes provided by the Council:

1.Call to Order

Mayor Dillon called the meeting to order at 7 p.m.

2.Pledge of Allegiance - was led by Mayor Dillon

3. Roll Call

Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes Siewert, Martindale and Silver. Also present were City Administrator Krider, Videographer Roland Reinhart, Laurie Johnson from Steven D. Greim & Co., resident, John Doolan, and Clerk Silver.

4. Additions to/or Deletions from Agenda-Mayor Dillon added an Audit Presentation to the agenda.

5. Approval of Minutes - September 26, 2017

Alderperson Barnes made a motion to approve the minutes of the September 26, 2017 minutes. Alderperson Thomas seconded the motion.

6. Community Police Report - Officer Demery reported crime statistics for this month, noting a couple of arrests.

7. Mayor's Report - Mayor Dillon reported that the punch lists for the Callender Storm Sewer project should be Completed this week for both sections. Also, the change order from the contractor is in GPS23,701.72 - a little less than half of the estimate. Finally, the mayor continues meeting with Waste Management and may have a recommendation from the Public Safety Committee for the next meeting.

8. Public Comment-Resident John Doolan reported a vehicle parked across the street from his home that has been abandoned 60 days ago, or more, wondering what can be done. Mayor Dillon directed the tires to be marked, and will ask the County to do whatever is needed to remediate inoperable vehicles.

9. Committee Reports

a. Finance Committee - Chair Meismer, reported that the Finance Committee met Wednesday, October 4, 2017. They had an IML-RMA (Illinois Municipal League Risk Management Association) presentation, by Eric Little, worked on job descriptions and many of the items under new business that the Council will be voting on during the current meeting. The Committee next meets on Wednesday, November 1, 2017 at 5:30 p.m.

b. Land Use Committee - Chair Dohm, reported that the Land Use Committee met Wednesday, October 4, 2017. The Committee reviewed the Nuisance properties, one of which has a new owner and may be taken off the books. The Committee also reviewed the Inventory List and the proposed Home Occupation Ordinance, both needing further changes before being presented to the full Council. The Committee next meets Wednesday, November 1, 2017 at 6:30 p.m.

c. Public Safety Committee - Chair Reagan reported that the Public Safety Committee had not met since the last Council meeting. The Committee next meets on Wednesday, October 18, 2017 at 6:30 p.m.

d. Transportation Committee - Chair Silver reported that the Transportation Committee had not met since the last Council meeting. The Committee next meets on Wednesday, October 18, 2017 at 5:30 p.m.

10. New Business

Presentation of the Audit Report by the Steven D. Greim & Company was given by Laurie Johnson. Ms. Johnson presented the members of the Council a copy of the Annual Financial Report and a folder of Required Communications dated October 2, 2017. Ms. Johnson added that the AFR (Annual Financial Report) must be done by Friday, October 17, 2017 or an extension will be filed.

а. Motion to approve payment of (Tax increment Financing) TIF 1 real estate tax reimbursement for Purchase order 13539 to The Bailey Group in the amount of $9,598.23 (Line item 15-00-500) was made by Alderperson Meismer. Alderperson Barnes seconded the motion.

b. Motion to approve payment of (Tax Increment Financing) TIF 1 real estate tax reimbursement for Purchase Order 13540 to Haddad's West Peoria Market in the amount of S17,997.57 (Line item 15-00-500) was made by Alderperson Meismer. Alderperson Barnes seconded the motion.

c. Motion to approve payment of City Redevelopment Program resident reimbursement for Purchase Order 13532 in the amount of $627.02 (Line item 01-11-503) was made by Alderperson Meismer. Alderperson Siewert seconded the motion.

d. Motion to approve payment of FY2018 (Tax increment Financing) TIF1 residential reimbursement for Purchase Orders 13526 and 13533 in the amount of $2,000.00 (Line item 15-00-507) was made by Alderperson Meismer. The motion was seconded by Alderperson Thomas.

e. Motion to approve payment of 2017 Paint Program residential reimbursement for Purchase Order 13531 in the amount of $24.11 (Line item 01-11-502) was made by Alderperson Meismer. The motion was seconded by Alderperson Reagan.

f. Motion to approve agreement with Illinois Department of Transportation for Compensation for Easements, Permanent Easement of $3,600.00, and Temporary Easement of $2,200.00 for a total of $5,800.00 (Line item 01-00-375) was made by Alderperson Meismer. Alderperson Silver seconded the motion.

Discussion: Alderperson Dohm inquired if the approval could be made if the Temporary renters had not already signed the approval? Attorney Connor said that the approval could be done.

g. Motion to approve Proposal from Tazewell County Asphalt Co. for milling and overlaying of Callender Avenue Phase 2 not to exceed $29,000 (Line item 01-41-860) was made by Alderperson Silver. Alderperson Barnes seconded the motion.

h. Motion to approve Ordinance 2017-24, Approving the Second Amendment to the Redevelopment Plan and Projects for West Peoria Tax increment Financing District II was made by Alderperson Meismer. Alderperson Barnes seconded the motion.

11. Motion to go into Executive Session

ILCS Section 2(C)(3) appointment of Public Officers - the selection of a person to fill a public office, as defined in the Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance was made by Alderperson Silver at 7:58 p.m. Alderperson Thomas seconded the motion.

12. A motion to Return to Regular Session was made by Alderperson Meismer at 8:09 p.m. Alderperson Silver seconded the motion.

13. Action Arising from Executive Session

Mayor Dillon read a letter of resignation from Alderperson Barnes. He and the other Council members thanked her for her service.

A motion to approve Jeff Goranson to take the position of Alderperson of Ward 3 was made by Alderperson Reagan. Alderperson Meismer seconded the motion.

14. Public Comment- No public comment was offered.

15. A motion to Adjourn was made by Alderperson Meismer, and seconded by Alderperson Reagan.
