West Peoria City Council met  Oct. 24.

Here is the minutes provided by the Council:

1. Call to Order-Mayor Dillon called the meeting to order at 7:00 p.m.

2. Pledge of Allegiance - was led by Mayor Dillon.

3. Roll Call-Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Siewert, Martindale and Silver. Also present were City Administrator Krider, Videographer Roland Reinhart, resident Bob DeSutter, Bradley student Matthew Krieger, Deputy Clerk Barnes, and Clerk Silver. Absent was Alderperson Goranson. Lt. James Middlemas entered at 7:10 p.m. Officer Garen Demery entered at 7:18 p.m.

4. Additions to/or Deletions from Agenda - No additions or deletions were presented.

5. Approval of Minutes - October 10, 2017 was moved by Alderperson Reagan. The motion was seconded by Alderperson Thomas. Discussion: No discussion.

Roll Call vote: Ayes: Reagan, Thomas, Dohm, Meismer, Siewert, Martindale and Silver - 7

Nays - 0

Absent - 1

Motion Carried.

6. Community Police Report: Before Officer Demery arrived, Lt. Middlemas announced that he is now in charge of all Community Policing, including Bellevue and Princeville. He will still be "around" but just spread farther afield. Officer Demery reported that he did not have the numbers for the past month, but would have them for the next Council meeting. Question: Has there been an increase in burglaries in the last 60 days? Answer: No, the City had a rush of them in previous months, but in the last 60 days, not. We have been targeted as a community, especially for car burglaries rather than homes, but the police usually get right on it. If only the residents would lock their cars, After all the emphasis on this too many people still leave them unlocked, and leave expensive things in sight.

7. Treasurer Main reported that the Financial reports are all caught up and presented them from April through August 2017. Alderperson Meismer moved to receive and file the reports. The motion was seconded by Alderperson Reagan. No discussion.

8. Mayor's Report: The Mayor attended the Heart of Illinois Mayors' Association meeting last week. We will be hosting it again in December at Sky Harbor. The date will be given to the Council members as they will be invited to join the Mayor's group that evening. Mayor Dillon was "Principal for a Day" at Calvin Coolidge School. He and City Administrator Krider will be returning Friday, October 27, 2017 for the Honor Roll Breakfast. He's hoping that we may be able to do it again in the future and get others involved to be role models for the students there.

9. Public Comment-Resident Bob DeSutter announced that Troop 11 of the Boy Scouts is selling their Butter Braids and Christmas Wreaths again this year. The Mayor reminded all present that the Fire Department members will be coming around to sell tickets to their Hog Roast which will be held on October 29, 2017 from 2-6 p.m. at Crusen's.

10. Committee Reports

a. Finance Committee - Chair Meismer reported the Committee has not met since the last Council Meeting.

The next Finance Committee meeting will be Wednesday, November 1, 2017 at 5:30 p.m.

b. Land Use Committee - Chair Dohm reported the Committee has not met since the last Council Meeting. The next land Use Committee meeting will be Wednesday, November 1, 2017 at 6:30 p.m.

c. Public Safety Committee - Chair Reagan reported the Committee met on Wednesday, October 18, 2017 and explored the Scope of the Disaster Plan for our City. They also talked about the need for an on-street parking Ordinance to address problems that arise. The reviewed the Sign Log Inventory and discussed how to update, change, or add to it. Next meeting there will be a presentation on the proposed Garbage Contract. The next Public Safety Meeting will be November 15, 2017 at 6:30 p.m.

d. Transportation Committee - Chair Silver reported the Committee met on Wednesday, October 18, 2017. He announced that the Callender Project is completed with the price coming under what was estimated by the Engineer before the Project began. There are two Sidewalk Petitions that have been presented. The estimates for the one at Fairview and Manor is $92,000 - $101,000. The Sterling Project would be $185,000$201,000. Budgetary concerns are being checked on to see the feasibility of either of them. The next Transportation meeting will be November 15, 2017 at 5:30 p.m.

11. New Business

a. Motion to approve payment of purchase order 13562 for invoices 2364 and 2365 to Hermann & Associates, LLC in the amount of $31,270.57 for Callender Avenue Construction Segment #1 and #2 (Line Item 15-00-532) was made by Alderperson Silver and seconded by Alderperson Thomas. Discussion: No discussion.

Absent: - 1

Motion carried.

b. Motion to approve payment of engineer's payment estimate #4 to Hein Construction in the amount of $95,658.32 (Line Item 15-00-890) was made by Alderperson Silver and seconded by Alderperson Siewert. Discussion: No discussion.

Roll Call vote: Ayes: Silver, Siewert, Dohm, Thomas, Meismer, Reagan, Martindale - 7

Nays: - 0

Absent: - 1

Motion carried.

c. Motion to approve payment of engineer's payment estimate #5 and final to Hein Construction in the amount of $31,970.98 (Line item 15-00-890) was made by Alderperson Silver and seconded by Alderperson Thomas. Discussion: Question: Is this "final" including the retainer? Answer: no. So, not "final".

d. Motion to approve payment of engineer's payment estimate #1 to NE Finch Company in the amount of $201,620.54 (Line item 15-00-890) was made by Alderperson Silver and seconded by Alderperson Reagan. Discussion: No discussion.

Nays: -0 Absent: - 1

e. Motion to approve Change Order #1 from Hein Construction for Ayres outfall in the amount of $23,701.72 was made by Alderperson Silver and seconded by Alderperson Reagan. Discussion: Question: What is "OH&P" on this Change Order? Answer: "Overhead and Profit"

Motion carried.

12. Public Comment: No public comment was offered.

13. Motion to Adjourn was made by Alderperson Meismer and seconded by Alderperson Reagan.
