Peoria County Infrastructure Committee met October 23.

Here is the minutes as provided by the committee:

Call to Order 

Chairman Salzer called the meeting to order at 3:00 p.m.

Approval of Minutes 

A motion to approve the minutes of September 25, 2017 and October 12, 2017 was made by Mr. Adamson and seconded by Ms. Pastucha. The motion carried.

Informational

• Veterans Memorial Plaque for Yeoman George Ellis 

Mr. Sonnemaker advised that he was contacted by Mayor Ardis, who wished to recognize Yeoman George Ellis, a Peoria resident and the only sailor killed in action during a naval engagement during the Spanish American War. Mayor Ardis inquired if Yeoman Ellis might be honored as part of the Veterans Memorial Committee project, and Mr. Sonnemaker recommended the addition of a plaque to the memorial wall. Mr. Sonnemaker advised that Mayor Ardis would be responsible for the cost, design and language for the plaque, and the County Facilities Department would install the plaque at a nominal cost.

Mr. Sonnemaker provided a brief update on the progress of the veteran’s memorial. He advised that granite is currently in Ohio to be etched, and completion of the Korean War era statue created by Preston Jackson is anticipated by November 4. He stated that an individual has been found who has agreed to clean and re-mount a Vietnam War era statue that is currently located at Wildlife Prairie Park.

• Greater Peoria Sanitary District (GPSD) 

Mr. Salzer noted the acceptance of a proposal from Pemco Service Company, and inquired as to where the company is located. Ms. Mussleman agreed to research the company to determine its location.

Mr. Adamson requested an update on comparables for the Executive Director’s position.

• Facilities Master Plan 

Mr. Little provided an update on several budgeted projects.

• The final phase of the County Clerk’s office remodel is nearing completion.

• The architect for the Brandywine facility has begun conceptual design for the 6,000 sq. ft.

to be utilized by the Election Commission.

• Construction on the ring road at the Jail is scheduled to begin next week.

 Rural Peoria County Transportation System 

Mr. Dwyer advised that installation of the radios is complete, enabling communication throughout the county. He advised that issues aligning the billing algorithm with Mobilitat have been resolved, and staff anticipates scheduling a go-live date in late November. He commented that ridership continues to increase.

Resolutions

• Bid for Akron Road Bridge Replacement 

A motion to approve was made by Ms. Pastucha and seconded by Mr. Dillon. Mr. Gilles advised that the bridge is in poor condition and is reduced to one lane due to deterioration of support piles and exterior beams. He stated that staff is recommending approval of the low bid of Stark Excavating to replace the bridge. The motion carried.

• County Engineer Reappointment 

A motion to approve was made by Ms. Pastucha and seconded by Mr. Adamson. Ms. Musselman advised that IDOT has accepted the County Board’s recommendation, via resolution, to appoint Ms. McLaren as County Engineer. She commented that this second step in the process is the actual appointment of the position for a six-year term. The motion carried.

• Rural Peoria County Transportation Services 

A motion to approve was made by Ms. Pastucha and seconded by Mr. Adamson. Ms. Musselman advised that the current contract for transportation services expires at the end of 2017, and the County solicited proposals from transportation providers for the continuation of those services. She stated that staff recommends authorizing the County Administrator to enter into negotiations with MV Transportation, the sole respondent of the RFP. She added that the final agreement will have both review and consent of the State’s Attorney’s Office. Mr. Dwyer advised that the District will work closely with County staff in crafting an acceptable agreement in order to avoid any lapse in service.

Mr. Dwyer noted that after the July 1, 2018 transition, the Greater Peoria Mass Transit District will become primarily responsible for the contract.

The motion to approve carried.

Miscellaneous 

Mr. Evans introduced Alex Kurth, newly hired Assistant State’s Attorney in the Civil Division.

The meeting was adjourned by Chairman Salzer at 3:30 p.m.
