West Peoria City Council met Nov. 14.

Here is the minutes provided by the Council:

1. Mayor Dillon called the meeting to order at 7:00 p.m.

2. Pledge of Allegiance was led by Mayor Dillon with a moment of silence following to honor past Alderman John P. Couden who died this past week.

3. Roll Call: Members present were Mayor Dillon, Alderpersons: Dohm, Thomas, Meismer, Reagan, Jeff Goranson, Siewert, Martindale and Silver, City Administrator Krider, Videographer Roland Reinhart, Deputy Clerk Barnes and Clerk Silver.

4. Additions to/or Deletions from Agenda: No additions or deletions were presented.

5. A motion to approve the minutes of the October 24, 2017 meeting was made by Alderperson Meismer. Alderperson Thomas seconded the motion. Discussion: No discussion

Roll call vote: Alderpersons Meismer, Thomas, Dohm, Reagan, Goranson, Siewert, Martindale and Silver - 8 Nays: - 0 Motion Carried.

6. No Community Police Report was given.

7. Mayor's Report: Mayor Dillon congratulated Jerry and Sue Meismer on their 50th Anniversary. City Administrator, Attorney Connor, and Mayor Dillon met with a resident to review the grass that was displaced during this summer's construction season. Street Manager Strube replaced the two trees on Sterling Hill that had been damaged by a car and disease. The Light District replaced street lights with new LED lights, that are brighter and shine directly down. If you see John Walker, Guydeen Roos or Randy Kleist, thank them for the improvement. Alderman Reagan noted the one in front of his house is great. Mayor Dillon reported a Veteran's breakfast was held this past weekend, with himself, City Administrator and Deputy Clerk Barnes attending and serving along with others.

8. Public Comment-Roland Reinhart wished all the Council a Happy Thanksgiving.

9. Committee Reports

a. Finance Committee: Chair Meismer reported that the Committee last met 11/1/17. In addition to normal "housekeeping", they reviewed the items a. through I. on tonight's agenda, made a change in the description of the Mayor's duties of office, and made a change in their regular meeting time to 5 p.m. to have enough time before the Land Use Committee meets at 6:30 p.m. The Committee next meets on 12/6/17 at 5 p.m. at City Hall.

b. Land Use Committee: Chair Dohm reported that the Committee last met 11/1/17. They got caught up on budgets, discussed and finalized the Inventory List, discussed the plat for Nirvana Gardens, and the cleaning contract the Council is voting on this evening. The Committee next meets 12/6/17 at 6:30 p.m. at City Hall. Alderperson Silver asked about the '55 Cadillac on the Inventory list and where it is kept: In the City garage.

c. Public Safety Committee, Chair Reagan reported that the Committee last met 10/18/17; and next meets 11/15/17 at 6:30 p.m. at City Hall

d. Transportation Committee, Chair Silver reported that the Committee last met 10/18/17; and next meets

10. New Business

A motion to recommend business reimbursement in the Commercial Facade Program in the amount of $2,500.00 (line item 01-11-503) was made by Alderperson Meismer. The motion was seconded by Alderperson Siewert. Discussion: Question: Is there a formula for the money that is given out for this? Some people want to know why the discrepancies in the amounts given. This is a commercial program, not residential program.

A motion to recommend resident reimbursements in the TIF 1 Grant Program in the amount of $3,000.00 (line item 15-00-507) was made by Alderperson Meismer. The motion was seconded by Alderperson Dohm. Discussion: No discussion.

A motion to recommend resident reimbursement in the City Paint Program in the amount of $69.26 (line item 01-11-502) was made by Alderperson Meismer. The motion was seconded by Alderperson Reagan. Discussion: No discussion.

A motion to recommend resident reimbursements in the City Redevelopment Program in the amount of $5,965.48 (line item 01-11-503) was made by Alderperson Meismer. The motion was seconded by Alderperson Siewert. Discussion: Question: Is the money all gone for this program this year? There are a couple of people waiting to see if others whose time limit is expired are still going through with their plans. If they don't the couple will go ahead, and yes, the money will be gone for this year.

A motion to recommend payment reimbursement for Illinois Municipal League Conference to Kinga Krider in the amount of $1,592.19 (line item 01-11-562) was made by Alderperson Meismer. The motion was seconded by Alderperson Reagan. Discussion: Question: How was it? Comment: You sure didn't eat much! It was a really good experience - but didn't have time to eat much

A motion to recommend payment of invoice 2370 in the amount of $12,871.52 and 2369 in the amount of $3,347.11 to Hermann and Associates, LLC for Callender Avenue Construction Segment #1 and #2 (Line item 01-41-532) was made by Alderperson Meismer. The motion was seconded by Alderperson Silver. Discussion: No discussion.

Motion to approve Resolution 2017-07, A Resolution in Support of Illinois Bicentennial Celebrations was made by Alderperson Meismer. The motion was seconded by Alderperson Thomas. Discussion: Question: What is this? The Illinois Municipal League asked us to do this resolution.

Motion carried. Motion to approve inventory List was made by Alderperson Dohm. The motion was seconded by Alderperson Thomas. Discussion: King developed the worksheet to be able to keep this updated as a document. Footnotes will be added to date the items as well as possible.

Motion to approve Nirvana Garden Phase 2 preliminary plans was made by Alderperson Dohm. The motion was seconded by Alderperson Reagan. Discussion: Question: Why do you need to approve preliminary plans if they can change? Our Ordinance on PUDs (Planned Unit Developments) requires it. Question: What does it take to get the County to do a plat? (Architectural map) Plats are the responsibility of the developer.

Motion to approve the amount of $170,450.00 as the Estimated Annual Tax Levy was made by Alderperson Meismer. The motion was seconded by Alderperson Dohm. Discussion: This is 4.75% over last year.

Roll call votes: Ayes: Alderpersons: Meismer, Dohm, Thomas, Reagan, Goranson, Siewert, Martindale and Silver-8 Nays: - O Motion carried.

Motion to approve contract with Corporate Clean cleaning service without a bid and on a month to month basis in the amount of $325.00/month was made by Alderperson Dohm. The motion was seconded by Alderperson Siewert. Discussion: Problems with current cleaning service. New ones should start January 1.

n. Motion to approve cancellation of the December 26, 2017 City council meeting was made by Alderperson Thomas. The motion was seconded by Alderperson Dohm. Discussion: No discussion.

11. Public Comment - Videographer Reinhart mentioned that next year illinois will be celebrating its 200 Anniversary and the City of West Peoria will be celebrating its 25th Anniversary.

12. Motion to Adjourn was made by Alderperson Meismer. The motion was seconded by Alderperson Siewert.
