City of Lewistown City Council met Oct. 10.

Here is the minutes provided by the Council:

The Lewistown City Council met in regular session in the council chambers. Mayor Elmer Littlefield called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL: PRESENT: Aldermen Clark, Weese, Hough, Burget, and Mayor Littlefield. Also present: Wendy Martin from the Fulton Democrat, Larry Eskridge from Canton Daily Ledger, City Administrator Amanda Woodruff, City Clerk Cindy Goddard, Public Works Director Gary Shawgo, Fred Palin, Kim Pascal, and Donnie Archdale. ABSENT: Aldermen Kelley and Spotloe, also City Treasurer Debbie Brown.

DECLARATION OF QUORUM by Mayor Littlefield

CLERKS REPORT/MINUTES: Cindy Goddard. Alderman Burget made a motion to approve the minutes of September 26, 2017, second by Alderman Hough, roll call vote, the motion carried all ayes.

TREASURER’S REPORT: Debbie Brown. Absent Aldermen have treasurer’s report. Alderman Clark made a motion to approve the treasurer’s report, second by Alderman Burget, roll call vote, the motion carried all ayes.

BILLS: Alderman Burget made a motion to approve all bills properly endorsed; Seconded by Alderman Clark, roll call vote, the motion carried with all ayes.

PUBLIC COMMENTS AND PETITIONS: None

ATTORNEY’S REPORT: Attorney Nathan Collins. No attorney present.

ENGINEER’S REPORT: Keith Plavec. No Engineer present.

COMMITTEE REPORTS:

Finance – Alderman Clark: Nothing to report.

Sewer – Alderman Burget: Gary Shawgo said they are getting two bids on the grout breaking up, replacing, sand blasting, and upgrade paint on clarifier. October 20 is date due for bids. Keith Plavec will have EPA to come down and inspect, that will help city get grants for waste water improvements, because working with them helps.

Street & Alley – Alderman Hough: Northeast side of town the roads are chipped. Alderman Hough has questions regarding the Ordinance with grass clipping thrown in street. Chief Werland needs called when there is a complaint and he needs to go down and talk to the residence, if they will not cooperate then they will get a citation. A gentleman on Milton still has not cut down his weeds, he has been told more than once. Alderman Burget thinks it should be three strikes your out. The Mayor thinks a small citation sometimes wakes the people up.

Police/ESDA – Alderman Spotloe: Absent

Water – Alderman Weese: Nothing to report.

Utilities/Publications – Alderman Kelley: Absent

Buildings and Grounds – Alderman Kelley: Absent

Tourism – Mayor Littlefield: First weekend of Scenic Drive was last week end; he stated it was not the crowds in Lewistown as previous years. Edger Lee Masters day readings next Saturday at Oak Hill Cemetery and free wiener roast at Major Newton Walker’s house, near the cemetery. The mayor saw Return to Spoon River in Mason City last weekend stated it was very good. Upcoming event is the Oktober Fest on October 21 at Fair Grounds.

OLD BUSINESS: NONE

NEW BUSINESS:

A. Dollar General to address council about Sidewalk/Curb repairs (Fred Palin) – Mr.

Palin is going to replace sidewalk for the handicap area and repaint the curb. Example 7/8 inch is a tripping hazard, depending on area of the city, it would depend if the city would pay 1⁄2 if need now, if can wait till their turn then city pays all, the city does not have an ordinance regarding this matter. Alderman Burget would like this ordinance drawn up. Motion by Alderman Burget to pay half of $3825.00 ($1912.50), second by Alderman Weese, roll call vote, Alderman Clark NO, Weese YES, Hough NO, Burget YES, Mayor NO. More discussion on this matter, all agree need to have an ordinance drawn up. Alderman Clark made a motion for the city to pay $1,653.00, second by Alderman Hough, for sidewalk, curb repair and paint, roll call vote, motion carried all ayes. B. Approve Ordinance for Osborn, The Flower Post Inc. Façade Redevelopment – Motion by Alderman Clark to approve Ordinance for Façade Redevelopment for Mike and Jenny Osborn, The Flower Post Inc., in the amount of $9,997.50 and loan amount of $9,997.50, second by Alderman Hough, roll call vote Alderman Weese did not vote, (relative), Mayor Littlefield voted, motion carried all ayes. C. Approve Ordinance and Agreement for Mike and Jenny Osborn, The Flower Post Inc. TIF Redevelopment – Motion by Alderman Hough, to approve Ordinance for TIF Agreement in the amount of $550.00 to Mike and Jenny Osborn, The Flower

Post Inc., second by Alderman Clark, roll call vote, Alderman Weese did not vote (relative), Mayor Littlefield voted, motion carried all ayes. D. Discuss/Approve Don and Trinity Archdale Façade Application and TIF

Application Big Horse Lodge – Mr. Archdale said it will be $450,000.00 for complete project, it is going to be a hotel now, not motel, 15 rooms, parking on East side. Amanda Woodruff gave councilmen an update on TIF amount, start out total was $180,000.00, and $108,000.00 is allocated already. Also the 1% loan was discussed for the Archdale’s. Table till next meeting. E. Approve ICRMT Snedeker Risk Management Renewal – Work

Comp/property/vehicle insurance – down 15%. Total now is $84,130.00. Motion by Alderman Clark to approve ICRMT Snedeker Risk Management Renewal in the amount of $84,130.00, second by Alderman Weese, roll call vote, motion carried all ayes. F. Approve Trick-or-Treating hours; October 31st from 5:00 to 8:00 p.m. Motion

made by Alderman Burget to approve Trick-Or-Treating hours on October 31, 2017 from 5:00 p.m. to 8:00 p.m., second by Alderman Clark, roll call vote, motion carried all ayes. G. Approve Closure of Adams Street from W. Washington to W. Milton for

Methodist Church Trunk-or-Treat. Motion by Alderman Burget, to approve closing Adams Street from West Washington to West Milton for Methodist Church Trunk-or-Treat, second by Alderman Clark, roll call vote, motion carried all ayes. H. Approve and/or Deny Bids on Surplus Equipment for Sale – any item can be

denied or accepted, if denied it will then be put on I Bid or another website. Another option is another municipality can make an offer to purchase an item. Items for sale were:

1990 Chevrolet Dump Truck – Bid accepted of $5,176.00 from Ronda Carl. 1999 Chevrolet K15/Blazer/Surban Utility - No Bid 2008 Ford Expedition XLT 4x4 - Did not except bid of $1,568. 1977 John Deere 301A Tractor with John Deer 3700 Mower/Tiller/Sickle Mower – Accepted the bid of $4,125 from Ronda Carl. 1979 Chevrolet Tanker/Jetter – No Bid 2000 Dodge Ram BR2500 Chassis Cab – Bid accepted of $657.00 from Dave Levingston

Motion by Alderman Hough to accept the above bids, second by Alderman Weese, roll call vote, motion carried all ayes.

CLOSED SESSION: None

ADJOURNMENT: Alderman Burget made a motion to adjourn at 7:37 p.m.; Seconded by Alderman Clark motion carried all ayes.
