Bradford Community Unit School District 1 Board met November 21. 

Here is the minutes as provided by the board:

Call to Order, Roll Call – President Walker called the November 21, 2017 Regular Meeting to order at 7:00pm with the following members present: Barto-Colvin, Knobloch, Kieser, Johnston, TerBush, Murphy, and Walker. Also in attendance were: Supt. Gripp, Paul Barry, John Ballentine, Tammy Wilkinson, Pat Nelson.


Approval of Quorum and Agenda – Motion made by Terbush and second by Knoblach. On a roll call vote the following members voted "Yes": Knobloch, Kieser, Johnston, TerBush, Murphy, Barto-Colvin, Walker. Motion carries 7-0.

Welcome – President Walker welcomed everyone to the meeting.

Recognitions – October Student of Month Winners – Lucas Barth, Lily Atteberry, Jenae Sears

Consent Agenda – A motion was made by Murphy and seconded by Johnston to approve consent agenda items: Minutes of the October 17, 2017 Regular Meeting, Financial Report and Revolving/Monthly bills: On a roll call vote of the following members voted "Yes": Kieser, Johnston, TerBush, Murphy, and Walker, Barto-Colvin, Knobloch. Motion carries 7-0.

Superintendent Report - Mr. Gripp reported the following:

      1st Quarter Awards Assembly – October 18

          o Dorothy Lord Reading Award Winners (Blake Kieser, Emma Howell, Rose

             Krider, Elizabeth Null, Mark Beck, Summer Cantwell, Maysen Gullett) - The

             awards go to the most improved reader in grades first through sixth, and the best

             reader in seventh grade from last year. Each winner is given a $100 gift certificate

             to Barnes and Noble to purchase books and $50 cash to cover other costs during

             the day of the family’s trip to Barnes and Noble. The students' names also are

             engraved on the Memorial plaque that hangs in the hallway as you enter the GS

             gym. Furthermore, each classroom teacher receives $50 to purchase needed

             reading materials for their classrooms.

      Update from Springfield - Both chambers of the Illinois General Assembly have

         adjourned for 2017, a year that saw a full year budget passed, new revenues, and a school

         funding formula overhaul. The House of Representatives and the Senate are scheduled to

         convene the 2018 spring veto session in late January. In previous Fall Veto Sessions,

         Governor Bruce Rauner was very successful in sustaining a vast majority of his vetoes.

          However, things were different this year as a number of vetoes were overridden by the

          General Assembly. The growing number of votes against the Governor started with the

          budget and revenue package (SB 6 and SB 9) overrides in July and largely continued into

          the fall. One major win for the Governor was defeating the override of a bill that would

          have prohibited local "Right-to-Work Zones" (SB 1905). The most impactful piece of

          legislation considered for school districts this Veto Session was SB 851 (Cullerton, DChicago)

          - the latest property tax base reduction idea to be voted on. The House

          approved the bill on a vote of 75-32-1. A late House amendment also added an additional

           homestead exemption for long-time occupants. Although the Senate had time to consider

           the measure, it was not called for a vote before adjournment. The measure could be

            considered by the Senate upon its return in January.

Illinois Report Card Update

      Mr. Gripp shared the “At-A-Glance” Reports. The entire report card is posted on our

         website and hard copies are available in each office. A notice has been sent home to

          parents that informs them about the locations of the reports.

New Business

Proposed December 2017 Levy

      Mr. Gripp explained all of the levy numbers and answered any questions that the Board

         asked. At least 20 days prior to the levy adoption, the board needs to estimate the dollar

         amount of the aggregate levy (total levy amount minus bonds). Our estimated amount is

         $2,697,000. The levy will be adopted during the December meeting.

         A motion was made by Knobloch and seconded by Murphy to approve proposed 2017

         levy with an aggregate amount of $2,697,000. On a roll call vote of the following

         members voted "Yes": Johnston, TerBush, Keiser, Murphy, and Walker, Barto-Colvin,

         Knobloch. Motion carries 7-0.

Establish Levy Hearing Date/Time/Location

      A motion was made by TerBush and seconded by Johnston to approve the 2017 BCUSD #1 Levy

         Hearing that has been set for Tuesday, December 19th at 7:00 PM at Bradford Junior High. On a

         roll call vote of the following members voted "Yes": Johnston, TerBush, Keiser, Murphy, and

         Walker, Barto-Colvin, Knobloch. Motion carries 7-0.

District Lead Testing Results

      Mr. Gripp shared the new Illinois Plumbing License Law which requires schools

         constructed prior to January 1, 1987 to test for lead in water used for drinking or cooking

         by December 31, 2017. If initial water testing results showed lead content over 2.0,

         mitigation and follow-up testing are required. BCUSD #1 had no samples over 2.0.

Request for Facility Use – Bradford Lions Club, January 21, 2018

      Dennis Hickey and the local Lions Club has requested to use the grade school for their

         annual breakfast.

Health Life Safety Inspection Update

      Mr. Gripp reported the representatives from the ROE and the State Fire Marshal

         conducted their annual inspection on October 18th. Randy and Mr. Gripp have fixed all

         the minor issues and Mr. Gripp met with David (architect) to discuss future plans. At our

         next Building/Grounds Committee meeting we can discuss the other 10 year survey

        items.

Closed Session

A motion was made by Johnston and seconded by Barto-Colvin to enter into Executive Session at 7:23pm to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body. On a roll call vote the following members voted "Yes": Barto-Colvin, Knobloch, Kieser, Johnston, TerBush, Murphy, and Walker. Motion carries 7-0.

Open Session

A motion was made by Johnston seconded by Murphy to return to Open Session at 7:43pm. On a roll call vote the following members voted "Yes": Johnston, TerBush, Murphy, and Walker, Barto-Colvin, Knobloch, Kieser. Motion carries 7-0.

Adjourn

A motion was made by Johnston seconded by Knoblach to adjourn at 7:44pm. On a roll call vote the following members voted "Yes": Barto-Colvin, Knobloch, Kieser, Johnston, TerBush, Murphy, and Walker. Motion carries 7-0.
