City of Chillicothe Public Safety Committee met Jan. 2.

Here is the minutes provided by the Committee:

Present: Chairman Hughes, Alderman Braun, Alderman Sharp, Mayor White, Acting Fire Chief Benisch, Police Chief Mettille, Office Manager Passage Absent: Clerk Hurd

Chairman Hughes called the meeting to order.

PROPERTY MAINTENANCE

Police Chief Mettille reported that Dave Price has done the inspection for the Bacon Building and it has been forwarded to the city attorney. Hearing for said building is tomorrow. Mayor White reported that the contract for 721 Third has been signed and is waiting for the contract to start the work. Work must be completed by February 29, 2018.

STREET LIGHT REQUEST FINNEY & TRUITT

Office Manager Passage stated that at the last council meeting the Clerk read a request from Audrey Burdick, 1529 Sixth Street requesting that the City consider having a street light installed at the North side, corner of Finney & Truitt as it is dark when she turns at said corner. Alderman Braun stated that several years ago he believes a car heading south on Finney went through the intersection and hit the fence across Truitt. Police Chief Mettille stated that in the six years that he has been with the City he is unaware of any issues at said intersection. Chairman Hughes requested that the Police Chief and the Superintendent of Public Works look at the area and report back to the committee with their findings.

PURCHASE OF POLICE VEHICLE AND EQUIPMENT

Chief Mettille present information regarding the purchase of a new police vehicle.

2016 Impala $21,779.00 Police Protection

ADSI Equipment $ 842.11 Police Protection

Watchguard Camera $ 5,002.00 Police Protection

Stalker Rader $ 1,237.00 Police Protection

BlankenShip Visual $ 5,184.00 General Fund

(Includes graphics, cage, lights, siren and installation of all equipment)

Total $34,044.11

Chief Mettille explained that the above numbers are as close to accurate as he can get and would like to seek approve for an amount not to exceed $35,045.00. He stated this would be a marked vehicle. Chief Mettille explained that he will not be removing any vehicles from the fleet at this time. He also explained regarding officers taking vehicles home. The consensus of the committee was to seek approval for the purchase at the January 8, 2017 council meeting.

POLICE UPDATE

Chief Mettille presented the status for Impound vehicles, and Ordinance Zones (attached) Chief Mettille advised the committee that Officer Kenser if just finishing the shadow phase and will be on second shift.

FIRE UPDATE

Acting Fire Chief Benisch presented the incident report. (Report Attached) Acting Fire Chief Benisch reported that he is still working through the OSHA Inspection and IWIRC will be at station one on Monday to do some necessary testing. He reported that on January 8, 2018 the new recruits will be fitted for the gear and five recruits will be on 12 month probation period. He advised that he has received fire hose that was purchased and will be getting it tested and Engine one is due back late January. He encouraged any committee member to attend the fire meetings that are held every Monday night from 6:00 p.m. to 8:30 p.m. so they can first hand see what the firemen are doing and get to know more about the fire department. Chairman Hughes stated that he would like to see the fire department and the Fire District continue to operate as on department.

EMERGENCY PREPAREDNESS PLAN

Mayor White stated that the Police Chief is currently working on this and will report back when a draft is completed.

TRAILER PARKS

The consensus of the committee was to remove this item as it has been completed and will continue to be monitored through the ordinance zones.

1807 FINNEY

Office Manager Passage stated that this is scheduled for court hearing to obtain title to the property through abandonment proceeding.

AMENDMENT ZONING FEES

Office Manager Passage stated that there is nothing to report at this time as we are still monitoring the process.

SCHOOL RESOURCE OFFICER CONTRACT

Police Chief Mettille stated that the school will be reviewing the contract and presenting it to their board in January/February time frame and once approved by the school board will be brought to council for council approval.

There being no further business the meeting adjourned at 5:01 P.M.
