City of Chillicothe Public Works Committee met Jan. 3.

Present: Chairman Gould, Alderman Hughes, Alderman Sharp, Alderman Braun, Mayor White, Superintendent of Public Works Sutherland, Office Manager Passage Absent: City Engineer Coulter
Chairman Gould called the meeting to order.
HIGH USAGE WAIVER – 610 BENEDICT
Office Manager Passage presented a high usage waiver request from Jennifer Perrault. This is her second request. The committee had requested she wait until they hear from the Sanitary District regarding her first request before they would consider her second request. The amount to be considered to be waived would be $12.40. A discussion ensued. Alderman Hughes stated that Illinois American Waterworks requires a receipt to show that the problem has been fixed and feels as long as there is no neglect the amount should be waived. The Mayor questioned what precedence we are setting. A discussion was held regarding the need for a policy. Alderman Hughes stated that they should have a policy. The mayor asked Superintendent Sutherland to draft a policy. Superintendent Sutherland stated he would draft the policy, however; he feels that if it goes through the system the amount should not be waived. The consensus of the committee was to not have Ms. Perrault wait any longer and to waive the $12.40.
HIGH USAGE WAIVER – 1241 THIRD ST
Office Manager Passage presented a high usage waiver request from Carl’s Season Control. The Superintendent investigated and could not determine where the water was used. The amount to be considered to be waived would be $3.73. Office Manager Passage showed the committee the Orion profile report that came from the meter. This report shows the usage every hour. It showed that high usage for this address occurred Thursday, Oct. 12, 2017 at 4:44 p.m. and continued until Friday morning At 7:44 am. A discussion was held regarding the usage. After discussion, the consensus of the committee was to waive the $3.73.
REPAIR OF TRACTOR
Superintendent Sutherland advised the committee that the backhoe is still having problems. He stated that the turbo was installed, however; it did not correct the problem. There are two sensors that need replaced and a filter, the cost is $4,783.80. The mechanic will do the labor. He advised the committee that he is looking at the contract and other options the city may have. The contract for the leased backhoe goes through October, 2018. The consensus of the committee was to seek approval for the repairs at the city council meeting.

PUBLIC WORKS BUILDING
The Mayor advised the committee that he and the Superintendent Sutherland have done some measurements of the public work building and will be bring some preliminary costs so it can be placed in the budget.
