West Peoria City Council met January 9.
Here is the minutes provided by the Council:
1. Mayor Dillon called the meeting to order at 7:01 p.m.
2. Pledge of Allegiance was led by Mayor Dillon
3. Roll Call: Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Goranson, and Siewert. Also present were City Administrator Krider, Videographer Reinhart, County Clerk Steve Sonnemaker, Officer Demery. Guests Sharon and John Day, and Deputy Clerk Barnes. Absent were Alderpersons Martindale and Silver.
4. Additions to/or Deletions from Agenda – No additions or deletions were proposed
5. Motion to Approve the minutes of the December 12, 2017 meeting was made by Alderperson Goranson and seconded by Alderperson Dohm. Discussion: No discussion

6. Community Police Report was given by Officer Demery. He cited nineteen (19) vehicular burglaries and three (3) residence burglaries; twelve (12) thefts and three (3) auto thefts, seven (7) batteries, six (6) accidents and seventeen (17) citations. Some of the vehicular burglaries were discovered by police officers before the owners of the vehicles found out themselves. As was said in the past, many of these could have been prevented by locking the vehicle. Some arrests have been made.
7. Mayor Dillon reported that April Silver resigned from the position of City Clerk and Mike Swearingen resigned from the Planning Commission - he was the Chair of that Commission – and read their letters of resignation. Also, there is someone interested in doing some development on Farmington Road who was in the office today speaking with our Economic and Community Development officer, Georgean Peugh.

11. Swearing in Ceremony of City Clerk Barnes - Administered by County Clerk Steve Sonnemaker. Clerk Barnes signed signed the Oath of Office immediately afterward.
12. Public Comment - A Guest made a comment that they came to see the Swearing in of the new Clerk.
13. Committee Reports
a. Finance Committee: Chair Meismer reported that the Committee last met January 3, 2018. They discussed the ClearGov Program and City Administrator Krider is going to look for an alternative at no cost. ClearGov Program was tabled for a year to see what alternatives can be found. They also denied a Grant Request for Newspapers in the Classrooms because the Council already supported that this fiscal year. Next fiscal year they will be asking again, and something can be done at that time. They also approved to bring to Council the reimbursements to the TIFL and City Redevelopment Grant Program on the agenda tonight. The Committee next meets February 7, 2018 at 5 p.m. here at City Hall.
b. Land Use Committee: Chair Dohm, reported that the Committee last met January 3, 2018. They discussed the Permit List, a Work Order list when needed, a new list of Code Enforcement nuisance properties several of which were sent on to the Attorney as we've encountered problems with them for the last six months or so. They discussed up-dating the fee schedule which is an on-going project, the Vacant Property List, approved a spreadsheet for the Inventory List to match these to the Insurance policies when they come due again, and looked at the Preliminary Budget for this coming fiscal year for our Committee. The Committee next meets February 7, 2018 at 6:30 p.m. here at City Hall.
c. Public Safety Committee: Chair Reagan, reported that the Committee has not met since the last Council meeting. They last met 12/20/2017 and discussed a proposed tree Ordinance, nuisance properties, the Code Enforcement report and the on-going disaster plan that City Administrator Krider is working on. They next meet 1/17/2018 at 6:30 p.m. here at City Hall.
d. Transportation Committee: In Chair Silver's absence, Alderperson Thomas reported that the Committee has not met since the last Council meeting. They last met 12/20/2017. They discussed that the Calendar/Waverly Project is almost wrapped up just waiting on two more payments that will be paid when IDOT (Illinois Department of Transportation) approves the project. There was a report from Street Manager Strube that the city crew has completed tree trimming for the season and is doing maintenance on the Sweeper and other equipment in prep for the winter season. Henry is also considering obtaining some "enhanced" salt which is environmentally safe, and better for vehicles and our roads. There is a $40.00 upcharge per ton for this product, but the Department will still be under budget and should see better results. Henry will be sending out new sidewalk bids for Fairway Avenue in January. The Committee next meets 1/17/2018 at 5:30 p.m. here at City Hall.
14. New Business
a. Ordinance 2018-01- An Ordinance about Sexual Harassment Policy
Motion to approve Ordinance 2018-01 was made by Alderperson Dohm and seconded by Alderperson Siewert. Discussion: This is a State of Illinois mandated and should replace anything in our Personnel Manual. Roll call votes: Ayes: Alderpersons Dohm, Siewert, Thomas, Meismer, Reagan, and Goranson -6 Nays: -0 Abstentions: -0 Absent: Martindale and Silver – 2 Motion carried.
b. Motion to approve the Yearly Calendar was made by Alderperson Meismer and seconded by Alderperson Dohm.
Discussion: A couple of dates need to be changed: Finance and Land Use Committees agreed to meet the 5th of July 2018 instead of the 4th. Moving the Council Meeting in October for the Township Meeting will be done later in the year when we find out the exact date for it.
