City of Peoria City Council met Feb. 10.

Here is the minutes provided by the Council:

A Special Meeting of the City Council of Peoria, Illinois, was held February 10, 2018, at 9:15 A.M., at Peoria Public Library, Main Board Room, LL2 Conference Room, 107 N.E. Monroe Street, with Mayor Ardis presiding, and with proper notice having been posted.

Roll Call

Roll Call showed the following Council Members were physically present: Cyr, Grayeb, Jensen, Montelongo, Moore, Oyler, Riggenbach, Ruckriegel, Turner, Mayor Ardis - 10. Absent: Akeson -1.

Invocation & Pledge Of Allegiance

Mayor Jim Ardis requested a moment of silent prayer or silent reflection, and then he led the Pledge of Allegiance.

Petitions, Remonstrances & Communications - City Of Peoria

Policy Session

(18-022) Communication from City Manager with a Request for a POLICY SESSION to

Discuss Waste Collection Services.

A copy of the PowerPoint presentation and a handout from Foth Infrastructure & Environment, LLC were distributed to the City Council.

Mayor Ardis opened the Policy Session at 9:20 A.M.

The Policy Session regarding Waste Collection Services was held.

Mayor Ardis closed the Policy Session at 11:05 P.M.

Citizens' Opportunity To Address The City Council/Town Board

Hearing no objection, Mayor Ardis granted Privilege of the Floor to those citizens wishing to address the City Councill Town Board.

Joyce Harant, a concerned citizen, voiced support for neighborhood garbage cans along with the expansion of universal recycling. She stated Waste Management had the ability to reduce the tipping fees at the landfill. She stated the Resource Development Plan needed to be utilized along with performance contracting.

Mary Hayes, a citizen of Peoria, voiced concern regarding a recent fine her church received for a code enforcement violation. She indicated she tried to contact the City several times to discuss this matter, but never received a call back. City Manager Patrick Urich asked to speak with her regarding this issue following the meeting.

Paul Lane, a citizen of Peoria, spoke about the garbage billing being placed on the tax bills along with the need to continue bulky pickup. He spoke on the need to continue yard waste collection in order to prevent illegal dumping. He suggested a possible rebate for non-users of City waste collection.

Executive Session

It was determined that an Executive Session was not needed at this time.

Adjournment

Council Member Moore moved to adjourn the Special City Council Meeting; seconded by Council Member Turner.

Approved by roll call vote. Yeas: Cyr, Grayeb, Jensen, Montelongo, Moore, Oyler, Riggenbach, Ruckriegel, Turner, Mayor Ardis - 10; Nays: None.

The Special City Council Meeting adjourned at 11:20 P.M.
