City of Mason City Council met December 11

Meeting 07

City of Mason City Council met December 11. 

Here is the minutes as provided by the council:

Council members physically present were Alderman Gerald Mahin, Dan Mason, Mike Kirby, John Dodson, and Jim Miller. Also present were Treasurer Mike Griffin, City Clerk Michele Whitehead, Superintendent Wayne Dixon, Chief Adam Anderson, Larry Crossett, Tina Williamson, and Kirk Beatty. Alderman Scott Francis was absent.


The Chairman declared quorum present.

Tina Williamson with Elevate Energy spoke to the Council regarding the award ceremony to be held Sat December 16th, 2017. The City will receive $10,000 for placing 3rd place in the Elevate Energy contest. Ms. Williamson also said that she would like to work with the Council and the community in the future on upcoming grants and events.

The treasurer’s report was approved and ordered filed.

The following bills were reviewed for payment.

The 2017 tax levy was approved.

The tavern hours for New Years Eve were approved. The Taverns can stay open until 2:00 A.M., at 2:00 A.M. the doors must be locked and remaining patrons can stay until 4:00 A.M. All taverns must be closed and patrons gone at 4:00 A.M.

Due to the next scheduled Council meeting falling on Christmas Day, the Council agreed to cancel the December 25, 2017 meeting.

Alderman Dodson informed the Council that it would approximately $3050.00 for manhole location and GPS coordinates to be recorded for the future. The Council approved the expenditure

Alderman Dodson also informed the Council that an additional $50,005 is needed for lining and point repairs for the Sanitary Sewer project. The Council approved the expenditure. Insituform is the contractor overseeing the project.

Alderman Dodson also informed the Council that Illinois Rural Water will be doing a meter pit valve location. The cost is $10,136.00. The Council also approved this expenditure.

PASSAGE OF RESOLUTIONS AND ORDINANCES BY COUNCIL

R17-66 Alderman Miller moved, seconded by alderman Mason that the bills and advanced checks be allowed and warrants drawn for payment.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason

Nays: none

Absent: Alderman Francis

Chairman declared motion carried.

R17-67 Alderman Mason moved, seconded by Alderman Kirby to approve the 2017 annual tax levy.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays; None

Absent: Alderman Francis

Chairman declared motion carried.

R17-68 Alderman Mason moved, seconded by Alderman Miller that the tavern hours for New Year’s Eve be approved.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

R17-69 Alderman Miller moved, seconded by Alderman Mason to cancel the December 25th 2017 regularly scheduled Council meeting due to the Christmas Holiday.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

R-17-70 Alderman Dodson moved, seconded by Alderman Mason to approve the expense of $50,005 to Insituform for additional linings and point repairs.

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

R17-71 Alderman Mason moved, seconded by Alderman Dodson to approve the expenditure of $3050.00 dollars to Midwest Water for GPS and manhole inspections.

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

R17-72 Alderman Mason moved, seconded by Aldeman Kirby to approve the expenditure of $10,136.00 to Illinois Rural Water for meter pit valve location.

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

O17-05 and 017-06 Alderman Mason moved, seconded by Alderman Kirby to approve the ordinance for vacating alleys for Dave Knieriem.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

O17-07 Alderman Mason moved, seconded by Alderman Kirby to adopt the new sexual harrassment ordinance.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

There being no further business, the Council decided to exit the regular Council meeting to go into executive session to discuss ILCS (1) (6) property, personnel at 7:35 p.m

The Council came back into the regular scheduled Council meeting at 8:06 P.M.

R1-73 Alderman Miller moved, seconded by Alderman Dodson to approve the $1.00 an hour raise and promotion to Captain status for Officer Buddy Willis.

Ayes: Alderman Kirby, Dodson, Miller, Mahin, and Mason.

Nays: None

Absent: Alderman Francis

Chairman declared motion carried.

There being no further business the meeting adjourned at 8:08 P.M.
