Peoria Park District Board of Trustees met February 14.

Here is the minutes provided by the Board:

President Cassidy presided and called the meeting to order at 5:58 p.m.

Roll Call:

Trustees Present: Trustees Harant, Rayford, and Ryan, Vice President Johnson, and President Cassidy.

Trustees Absent: Trustees Petty and Snowden.

Staff Present: Executive Director Cahill, Deputy Director Wheeler, Attorney Streeter, Attorney Day, Jan Budzynski, Chief Bush, Matt Freeman, Shalesse Pie, Jake Hermann, Becky Fredrickson, Scott Loftus, Mike Miller, Trish Blattenberger, Emma Lawson, J.D. Russell, J.P. McGreal, Joe Atkinson, Meg Boyich, Nicole Staley, Katie VanCleve, Doug Silberer, Katie McLuckie, Brenda O'Russa, and Carley Allensworth.

Minutes: Trustee Rayford Moved To Approve The Minutes For Regular Park Board Meeting Held January 24, 2018. Motion seconded by Vice President Johnson and carried on unanimous voice vote. (Results: 5 Ayes; 0 Nays)

Executive Director Report:

Executive Director update reports were presented for January 23 and 30, 2018 and February 6, 2018.

Planning Division: Superintendent Becky Fredrickson presented the monthly report and an update on the renovations by Cyd's Gourmet Kitchen at the former Donovan Clubhouse.

Police Division: Chief Bush presented the December 2017 monthly report.

Finance Committee: Trustee Rayford Reported The Finance Committee Had Examined The Bills And Moved That The President And Secretary Be Authorized To Issue Orders On The Treasurer For The Several Amounts:

New Business:

Adoption of Ordinance #355 providing for the issue of $3,296,366 General obligation Park Bonds, Series 2018A and $1,703,634 Taxable General Obligation Park Bonds, Series 2018B, of the Pleasure Driveway and Park District of Peoria

With staff recommendation, Trustee Ryan Moved To Adopt Ordinance #355 Providing For The Issue Of General Obligation Bonds, Series 2018A And 2018B. Motion seconded by Vice President Johnson and carried on the following roll call vote: Trustees Harant, Rayford, and Ryan, Vice President Johnson, and President Cassidy. (Results: 5 Ayes; 0 Nays)

Adoption of Resolution #136-2 Authorizing Acceptance of Real Property from the State of Illinois (Green Valley Property)

Trustee Rayford inquired as to the use of this property. Staff stated that this land will be part of the Illinois River Bluff Trail.

With staff recommendation, Trustee Ryan Moved To Adopt Resolution #136-2 Authorizing Acceptance Of Real Property From The State Of Illinois. Motion seconded by

Trustee Harant and carried on unanimous voice vote.

Approval of Request to serve Alcohol at Peoria Players Theatre Events

With staff recommendation, Trustee Harant Moved To Approve The Request To Serve Alcohol At Peoria Players Theatre Events. Motion seconded by Vice President Johnson and carried on unanimous voice vote.

Approval of Expense Report - EEAI Round Table at Hoffman Estates

With staff recommendation, Vice President Johnson Moved To Approve The Expense Report - Eeai Round Table At Hoffman Estates. Motion seconded by Trustee Ryan and carried on unanimous voice vote.

Ratification of Telephone Poll Vote Conducted February 5, 2018 - Emergency Refrigerant in the Amount of $13,393.45

Doug Silberer explained that, on January 26, 2018, staff discovered a crack in a refrigerant tank at Owens Center. The crack was fixed but around 2,000 pounds of refrigerant was lost. The emergency orders of refrigerant were needed to get the ice rink fully functioning.

Trustee Ryan asked where the refrigerant goes when it leaks from the tank. Staff stated that there is an exhaust fan in place that properly removes the refrigerant.

Trustee Rayford asked if there are safety measures such as a shut off valve in place to implement in these situations. Staff stated that everything was done to isolate the issue but some loss of refrigerant could not be prevented due to the depth of the piping under the ice rink.

Ratification of Telephone Poll Vote Conducted February 6, 2018 - Emergency Refrigerant in the Amount of $18,750.83

Staff explained that this telephone poll vote was for the second emergency order of refrigerant for Owens Center.

Review of Proposed Policy, Rules and Regulations Amendments: Part II, Section III, Business: 6.0 - Official Records

Superintendent Pie explained that this policy change is related to the District's records release policy. While the District has always followed Freedom of Information Act regulations for the release of records, this policy change specifically states that the District will comply with Freedom of Information Act regulations when responding to a request for records.

Review of Proposed Policy, Rules and Regulations Amendments: Part II, Section 1, Personnel: 37.50 - Discriminatory Harassment Policy

Superintendent Pie explained that this proposed change outlines the District's policy on discriminatory harassment. Additionally, while the District recently adopted a new sexual harassment policy, this section addresses all other manners of discriminatory or harassing behavior.

Trustee Harant noted that gender identity is not listed under section 50.51(a) of the proposed policy. She asked staff if the policy can include classes of people not specifically protected by law. Discussion followed regarding adding additional classes of people to the proposed discriminatory harassment policy. Staff and counsel will work together to revise the policy accordingly.

Trustee Rayford asked if the proposed policy lays out a timeline in which discriminatory harassment complaints can be raised. Staff stated that the District does not have a timeline set in the policy; however, other entities do have their own policies in place. Staff added that the District encourages people to come forward as soon as possible with any harassment claims.

Review of Proposed Ordinance #356 Amending Section 13 (Enforcement) and Section 14 (Penalty) of the Conduct Ordinance of the pleasure Driveway and Park District of Peoria, Illinois

Executive Director Cahill explained that this proposed ordinance lays out a clear process for ejectment of patrons from Park District property for violating elements of the District's Conduct Ordinance. The proposed ordinance also puts into place a process for patrons who have been banished or ejected from Park District property and would like to appeal the decision.

With staff recommendation, Trustee Harant Moved To Approve The Request For Use Of Donovan Park To Conduct Fundraiser WCIC 5K Faith Hope Fun Run, Saturday, September 1, 2018. Motion Seconded By Trustee Rayford And Carried On Unanimous Voice vote.

Request for Use of Glen Oak Amphitheater-

With staff recommendation, Trustee Harant Moved To Approve The Request For Use Of Glen Oak Amphitheater To Conduct Worship Service And Picnic, Sunday, July 15, 2018. Motion seconded by Trustee Rayford and carried on unanimous voice vote.

(Results: 5 Ayes; 0 Nays)

Citizen Request To Address The Board: None.

Communications: Communications were received as submitted.

Other Business: Vice President Johnson asked to take the opportunity to thank staff for all the hard work they have been putting in across the District. He stated that he sees the interactions the District's programs have with the community and also he sees that some of the programs are changing the lives of the community members involved.

Trustee Rayford recognized Trustee Harant for her recent success in the pickleball competition of the Senior Olympics in Arizona.
