City of Canton Mechanical Committee met March 13.

Mayor McDowell called the meeting to order at 5:53 pm.
Alderman Tad Putrich said he would like to strike the item on the agenda listed as "Discuss and consider Youth Acres sublease lots and revision to the lease with Youth Acres Organization."
Alderman Putrich would like to be able to obtain additional information on this before discussing.

Discuss And Consider Requesting Bids Or Selling Via Surplus Land By Canton Lake For Development And Terms Thereof
Alderman Putrich explained that this item will address the re-bidding of the potential sale of land at Canton Lake. Alderman Putrich received some suggestions for the bids. Alderman Putrich said he would like to see the bids being split up into three separate bids so they would not be tied into the lease of the Campground. Alderman Putrich said that he does not believe the City should give up the public access on the west side of the lake.
Alderman Lovell explained that he was not opposed to seeing development, but agrees that that there should be public access for fishing from the banks. If the proposal could include having some of these areas open for public access he would be more in favor.
Alderman Jump said he would like to reserve some areas for public access points. There should be restrictions that if a large parcel of land would be purchased, the developer would need to make certain there are areas designated as public access for fishing. This would need to be setup at the time of purchase. Aldermen Jump suggested that the bid would include the number of lots that a specific individual would be able to purchase.
Alderman Mayhew explained that he does not want the bids to be so narrow that it becomes too restrictive for anyone to develop and turn away any potential developers. The City could review the bids and determine what would be best for the City.
Alderman Jump explained that right now the City should be focusing on the actual purchase and development of the land rather than the actual rules. The City will retain authority over the rules and decisions made. The bid should address the size of the lots, address the water, sewer and electric being performed by the developer, applicable laws would need to be complied with and agree to a pre-annexation agreement. Other items such as size of docks, boat motor sizes etc. will remain under the control of the Council.
Alderman Jump said he would like to see three individual bids.
•bid for the purchase of the 24 1/2 acre parcel
•bid for the motorcycle club property
•bid for the lease of the campground
The City could then accept or reject any of the bids. This would give the City options to work with.
Alderman Jump further explained that developing the land at the lake is a way to generate years of revenue without increasing taxes on other people. The tax revenue would be a key resource for the City.
Attorney Lane said that his next step is to put together a bid. Once the bid is put together it can't be disclosed or discussed on the open floor until it is actually published.
Attorney Lane said he would prefer that the recommendation come from the committee to be sent to the council; however the Council will have the final authority.
Motion and second were made by Aldermen Putrich/Lingenfelter to not put the 24 1/2 acre property out for bid.
This will be sent to the full council with the committee's declined recommendation. It will then be up to the full council for final determination.
