City of West Peoria Finance Committee met March 7.

Here is the minutes provided by the Committee:

1. Chair Meismer called the meeting to order at 5:00 p.m.

2. Members present were Chair Meismer, Alderpersons Martindale and Siewert. Also present were Mayor Dillon, City Administrator Krider, Finance Assistant Finan, and Clerk Barnes.

3. Additions to the Agenda to be placed under Public Comment: Up-grading lighting at City Hall.

4. Motion to approve the minutes of the regular meeting on February 7, 2018 was made by Alderperson Martindale and seconded by Alderperson Siewert. Motion carried.

5. Motion to receive and file the Financial Reports from January 2018 was made by Alderperson Siewert and seconded by Alderperson Martindale. Motion carried.

6. Public Comment: Addition to agenda: Mayor Dillon reported: Pricing for changing the lighting for City Hall - inside and out - to LEDs from fluorescent and incandescent would run $5,300.00. With a Rebate of $1,752.00 the total cost would be $3,548.00. This would be an approximated Annual Operating Savings between actual bulbs and maintenance of $26,000.00 over a 10-year period. The Mayor will be talking to the Land Use Committee about this and then sending it to full Council.

7. Old Business

a. Fiscal Year 2019 Budget - Draft - Need Committees to look and see if there are any questions to approve or make changes to this Draft since it is already March.

Question: Utility tax-revenue has been decreasing the last several years, although there is no apparent reason for it to be decreasing. So, it was budgeted as lower for FY 2019.

Question: Why is the budget less for Telephone? Switched from AT&T to Comcast.

Question: Roads and Streets is also less, why? Not so many projects as before. Sterling was included in last fiscal year, no need for it anymore.

One thing that has changed: To help with bookkeeping, the revenue that comes in from sidewalk projects as tax (Special Service Area Tax) has been added in this year.

8. New Business

a. Motion to approve and recommend to Council payment increase of $40.00/month to TechWorks for IT (Information Technology) Support for the City's computer system (Line Item # 01-11-537) was made by Alderperson Martindale and seconded by Alderperson Siewert.

Discussion: This is nothing that we can control unless we look for someone else to work with us on our computer system. The work was paid for by the hour, but now, no matter how many times we call, the work is done. Also there are nine (9) e-mail addresses that are never used. We pay for the use of those every month. If Alderpersons don't use them, perhaps we can eliminate that expense to help pay for the up-charge, Motion carried.

b. Motion to approve and recommend to Council payment to TechWorks for a new firewall for the City's computer system in the amount of $1,090 (one year); $1,925 (3 years); or $2,840 (5 years)

(Line Item # 01-11-537) was made by Alderperson Siewert and seconded by Alderperson Martindale.

Question: If we change IT personnel would that matter? Question is up-dating part of the contract? Motion was tabled for further investigation.

9. Review of Bills was done by the Committee.

10. Motion to Adjourn was made by Alderperson Siewert at 5:50 p.m. and seconded by Alderperson Martindale.

Motion carried.

The next regular meeting of the Finance Committee is Wednesday, April 4, 2018 at 5:00 p.m.
