City of Chillicothe Construction Committee met March 28.

The Construction Commission held a meeting March 28, 2018 at 5:00 p.m., in the Council Chambers at
City Hall
Present: Jim Benisch, Michael Tobin, Robb Hulsizer, Dennis Parkins, Office Manager Denise
Passage, Scot Wolf (Consulting Inspector Maurer/Stutz) Mayor Don White
Absent: Darrin Gross
Mayor White called the meeting to order
Review of Fees
Mayor White advised the committee that the building season is getting started and there have been
some concerns regarding the cost of deck, porch, and other small projects. He explained in the prior fee
structure there was a category called other. This category would be an area where small projects that
are not specifically listed are calculated from. This category could be a general category. A discussion
was held regarding creating a general category or other category and the base fee would be $100.00
with an additional amount based on the number of inspection hours needed for the project. This
category would catch pavilions, gazebos, etc…
A discussion was held regarding the fees for a Deck and Porch. The Mayor stated that a deck that is on
the second story would need to have more inspections as compared to a ground level deck. The current
code references decks attached $500 and free standing $250. A discussion was held regarding
establishing a fee for an elevated deck vs a ground level deck.
Mayor White explained that an issue arose regarding a building that was being remodeled, with a
portion being done by the owner and a portion be done by a tenant. This situation is not currently
addressed in the fee structure. He recommended that the fee be determined by the percentage of the
cost for the portion being done by owner.
Review of Procedures of Issuing Building Permits & Inspections
A discussion was held regarding inspections. Scot Wolf explained the process and a discussion was held
regarding getting final inspections completed. The committee suggested a possible incentive program
to the permit holder by issuing a $25.00 refund in completion inspection is obtained.
Discuss Possible Ordinance Revisions
Mayor White stated that with the discussion above there may need to be some ordinance revisions.
He stated that he would put together some recommendations from the discussion and propose to the
appropriate council committee for consideration.
