City of West Peoria Public Safety Committee met March 21.

Here is the minutes provided by the Committee:

1. Chair Reagan called the meeting to order at 6:31 p.m.

2. Members present were Chair Reagan, Alderpersons Martindale and Thomas. Also present were City Administrator Krider, Code Enforcement Officer Davis, Alderpersons Dohm and Siewert, and Clerk Barnes.

3. Deletion from the Agenda: Under Old Business, the Ordinance 2018 - 11 was not available for the meeting.

4. Motion to Approve the Minutes of the February 21, 2018 meeting was made by Alderperson Thomas and seconded by Alderperson Martindale.

Motion carried.

5. Motion to receive and file the Monthly Financial Report from January 2018 was made by Alderperson

Martindale and seconded by Alderperson Thomas. Motion carried.

6. No Public Comment was offered.

7. Reports

a. The Code Enforcement Report was made by Officer Davis.

i. Vacant Structures were reviewed. It was noted that the highlighted sections in yellow indicate the newest properties added to the list.

ii. Nuisance Properties were discussed. Several of the properties have been handed over to the City Attorney for further action. Three of them are being worked on but the weather has prevented some progress.

iii. Parking Violations are ongoing. It was discussed that some residents do not respond to the citations given out unless it is turned over to the City Attorney for action. It was also discussed that the County Police sometimes do not respond to ticketing repeat or chronic offenders. The City Administrator will be contacting the Police to discuss this.

iv. Case Detail Report was reviewed but there was no discussion.

v. Case Summary Report was reviewed also with no discussion.

b. City Administrator Krider's Report:

i. Fee Schedules are still being worked on. Earlier discussion in other committees yielded the idea that permits needed to be looked at for possible consolidation in some areas. Then the permit fees will follow.

ii. A motion to approve and send to Council FY 2019 Budget Draft was made by Alderperson Thomas and seconded by Alderperson Martindale. Motion carried.

8. Old Business

a. Update on signs

b. A Motion to approve and send to Council Ordinance 2018-12 An Ordinance Amending the City Code Title 3, Traffic and Parking, Chapter 7, No Parking, Section 3-7-1, No Parking replacing the sign on Edna Court was made by Alderperson Martindale and seconded by Alderperson Thomas. Motion carried.

c. No action was taken on Ordinance 2018-11 regarding trees as it was deleted under item #3 of the Agenda.

9. New Business

a. A discussion of "rules" for attending meetings electronically yielded the idea that it would be okay with those on the Committee to investigate developing this.

b. The discussion of "rules" for "public" taping/filming of meetings had questions presented. It was decided to check further into this idea. What if John Q. Public came in and filmed the proceedings then went public with it: Is it FOIA-able? Do the same rules apply to the media? What encompasses "media"?

c. The discussion of "rules" for "public" addressing the public body at meetings yielded that we have something in place for that from a previous Ordinance.

10. Public Comment: Question: Have not seen the Emergency Disaster Plan on the agenda the last couple of months, and Tornado season is almost upon us. What's happening with it? The Committee was told that it was being worked on and would be presented as soon as it could be, City Administrator said the final Draft would be completed next month, be in their packets for their meeting, and requested that the Committee members study it and be ready to critique it then.

11. A Motion to Adjourn was made by Alderperson Martindale at 7:41 p.m. and seconded by Alderperson Thomas. Motion carried.
