City of Chillicothe Public Safety Committee met April 3.

The Public Safety Committee met on April 3, 2018, at 4:30 p.m. in the council chambers at City Hall.
Present: Chairman Hughes, Alderman Sharp, Alderman Braun, Mayor White,
Fire Chief Benisch, Police Chief Mettille, Office Manager Passage, City Clerk Hurd
Absent: None
Alderman Hughes called the meeting to order.
Special Event Request – Illinois River Valley Ride Sales:
Clerk Hurd presented a request submitted by William Ware for use of City Park and Cutright Park on May 19, 2018. Connie Ware was in the audience and presented information to the committee in regards to the event. Ms. Ware explained to the committee that some of the crafters will be set up at Shore Acres Park. Ms. Ware stated that Discussion was held. Alderman Hughes questioned the vendor fees. Ms. Ware stated that vendors at shore acres are separate and that the overflow of vendors would go to the city park and any fees would go to the city. It was the consensus of the committee and Ms. Ware that there was not a need for the use of both parks. The consensus of the committee was to seek council approval for the use of City Park for the Illinois River Valley Sales Rid and Craft Show subject to the City Clerk receiving proof of Insurance.
Special Event Request – Vfw Cruise In:
Clerk Hurd presented a request submitted by Tom Harms of VFW Post #4999 for the use of Santa Fe Ave from Mathews to Wilmot on June 23, 2018 form 11:00am to 8:00pm for their annual cruise in. Discussion was held. It was the consensus of the committee to seek council approval for the event.
Special Event Request – Tri 2 Beat MS:
Clerk Hurd presented a request submitted by Leann Stickel for the use of Second Street from Shore Acres Park entrance to Walnut St. for the annual Tri 2 Beat MS event to be held on June 9, 2018. It was the consensus of the committee to seek council approval for use of Second Street for the event subject to the City Clerk receiving proof of Insurance.
Special Event Request – Ivc Band Boosters 5k Ghost Chase:
Clerk Hurd presented a request submitted by Tara Morr of the IVC Band Boosters for the use of Second Street from Cedar Street to Sunset Terrace and North Half of Boat Launch Parking Lot on October 27, 2018. It was the consensus of the committee to seek council approval for the event.
Special Event Request – Run For The Health Of It – Pearce Community Center:
Clerk Hurd presented a request submitted by Raquel Herron for the annual Run for the use of various city streets on June 30, 2018. Discussion was held. It was the consensus of the committee to seek council approval for the event.
Ordinance – Open Container:
Mayor White presented an ordinance to carry open container alcohol at a special event on public property. Mayor White explained the ordinance. Chief Mettille had no problems with the written ordinance. Discussion was held on how the fee would be established based on how many officers were needed for the event.
Generator – Police Department:
Chief Mettille reported that he has informed the ETSB to remove the generator at the police station that is owned by the ETSB. Chief Mettille told the committee that the city has a spare generator (originally in the police dept.) that will be re-installed at the police station.
Dispatcher Consolidation:
Chief Mettille gave an update on negotiations with Bartonville and the City of Peoria. He told the committee that he will give an update at the next committee meeting.
Police Update:
Chief Mettille present reports on impound vehicle and ordinance violations. (Report attached)
Travel Policy – Fire Department:
Fire Chief Benisch presented an updated Travel, Convention, and Seminars & Workshop Policy for the Fire Department. Discussion was held. It was the consensus of the committee to seek council approval for the updated policy.
Purchase No-Mex Hoods, Name Tags, Wipes & Solution – Fire Department:
Fire Chief Benisch requested approval to purchase of 25 hanging name patches as follows:
Cost of Patches $874.00 from Dinges Fire Company,
Installation of Patches $375.00 from Blankenship Upholstery
It was the consensus of the committee to seek council approval for the purchase.
Chief Benisch also requested permission to purchase Nomex Hoods at a total of $573.75 and Toxoff Surfa at a cost of $460.00. The consensus of the committee was to have the Mayor sign a purchase order for the nomex hoods and toxoff.
CHIEF Benisch requested an advance for himself and one firefighter to attend the 2018 FDIC Conference.
Fire Department Update:
March run report: 89 calls/ YTD 277 calls
Fire Chief Benisch reported that Engine #1 is out of service due to air compressor failure.
Fire Chief Benisch reported that one defensive firefighter is in place, Jerry Myers. There will be an introduction meeting on April 21 for possibly four others that have filled out application.
He reported that all new turn out gear has been issued.
Property Maintenance:
Chief Mettille to the committee that he will have a report at next meeting.
Chairman Hughes reported that he had a complaint about Dana Bannister burning behind his building on Second Street.
Chairman Hughes stated that he had complaint about a property on Walnut Street that had previously been turned in.
Old Business:
Amendment – Zoning Fees:
Mayor White reported that the construction committee has met and will have revisions to some fees.
Emergency Prepredness Plan:
No Action
